IPHA Technical Advisor
The position is based in Ratanakiri Province

The Indigenous Peoples Health Action (IPHA) is a new NGO, legally registered as an independent organisation in 2010. The IPHA works to support indigenous people and the poorest and marginalized, in their efforts to meet their own needs, and support activities which promote community participation and appropriate development policies and practices.

The below advertised post relates to a Global Fund Fight ADIS, Tuberculosis, and Malaria (GFATM) Round 9 HSS grant awarded to the IPHA as a Sub-Sub-Recipient (SSR) for the implementation of activities in Ratanakiri Province. The following post is now open to receive applications (CV) from suitably qualified candidates. Applicants must at minimum fulfill the essential person specification requirements and demonstrate their previous experience related to the Key Responsibilities as stated in the full Job Description.

IPHA Technical Advisor (Starting net salary from $450 - $500, depending on experience and qualifications).

Primary Function & Responsibility:
The post holder will work closely with the IPHA Director and senior staff. The position is essentially a support and capacity building role
to strengthen the organisations systems and capacity of project and senior staff.

Key Responsibilities:
· Provide technical support to the IPHA's senior staff for effective and efficient management of projects
· Assist relevant IPHA staff to prepare detailed project monthly/ quarterly and annual activity plans/ budgets
· Support relevant IPHA staff to facilitate quarterly review and reflection workshops
· Advise (support and guide) IPHA staff in planning and conducting awareness raising/ social mobilisation activities
· Support IPHA staff to prepare/ conduct research on relevant policies and issues affecting IPs
· Coach and assist senior IPHA staff in identifying potential contributors/ donors (local and international), in drawing up resource
mobilisation plans, and in preparing project proposals
· Provide assistance to senior IPHA staff in developing organisational and management policies/ systems
· Advise the IPHA on strategic advocacy and campaigning techniques
· Assist the teams in establishing and strengthening relationships with policy makers and advocacy relevant agencies/ organisations
at the local, national and international levels.

Person Specification (Essential):
· Cambodian national
· University Degree in relevant subject
· A minimum of five years relevant work experience with health or development NGOs
· Previous management, planning, report writing, monitoring & evaluating experience
· Sound knowledge of financial & budget management
· Demonstrable capacity building and team leading skills/ experience
· Fluency in both spoken and written Khmer and English
· Strong communication and inter-personal skills - particularly in performing counselling and coaching-mentoring tasks
· Organisational development skills - particularly in developing plans and policies
· Strong problem solving and organisational skills
· Computer literacy, including: Ms Word, Excel, Power-Point and Outlook.

Desirable Qualifications:
· Experience of research methodologies, including data collection and analysis
· Knowledge of at least one IP language used in Ratanakiri province.
