The Ministry Quality Regional Coordinator will provide overall leadership in all the programs in his/her assigned geographical location. This role will ensure highest standards in program management that are consistent with WV Mongolia’s operations strategy. This line management position will ensure program quality and create interventions with maximum benefit and impact on the communities whom we serve, whilst ensuring ministry quality objectives remain true to WV’s Vision, Mission and Core values. The role will ensure that programs are managed and implemented consistent with the policies and procedures in HR, Finance, IT, Audit and Operations. It will help in cultivating WV Mongolia’s identity and corporate culture of integrity, commitment and community.
This position will manage and coordinate a group of ADP managers located in contiguous areas to build and strengthen ADP managers and teams through appropriate mission based, holistic interventions and processes. This position will review the performance of the staff, programs, and budget and will represent WV Mongolia in consultation with the Operations Director.
This position is based in the province.
Provide overall leadership in program assessment, design, implementation, monitoring and evaluation in all field locations within the defined region and ensure that they are consistent with WV’s country strategy, standards, policies and procedures to deliver high standards of quality programming;
To ensure integration of development, HEA and advocacy and that appropriate sectoral interventions are applied in area development programs and special projects to achieve maximum impact in alleviating poverty of partner communities
KEY RESPONSIBILITIES:
- Contribute to the development of operation’s strategy ensuring that ADP priorities in geographical area represented are integrated.
- Review and ensure that all ADP and sectoral programs have approved plan and budget.
- Lead and support ADPs in planning for and developing new areas, including area selection and needs assessment, development of project designs, writing and submission of concept papers and project proposals.
- Ensure alignment of ADP programs with country strategy and operation goals and priorities.
MANAGEMENT 25% - Guide and facilitate the Regional Area’s recruitment & selection, performance management, compensation and staff development that will support career development.
- Lead the ADP teams in development of annual plan and clear team performance objectives and indicators.
- Manage direct reports ensuring clear individual performance objectives, key performance indicators and completion of individual learning plans.
- Coordinate the ADP teams and ensure integration and effective cooperation and synergy with each other.
- Coach direct reports to achieve their performance objectives and meet their commitments in a timely manner.
- Facilitate a conducive working environment and handle disciplinary actions when necessary.
- Facilitate the planning, implementation, monitoring and evaluation of programs in all ADPs in the region.
- Ensure integration of all sectoral programs, HEA, advocacy including cross cutting themes in the ADP plan and implementation.
- Provide feedback in development of effective P & C policies and procedures that is appropriate to the context of Mongolia.
QUALITY ASSURANCE 15% - Ensure that programs are compliant to LEAP, IPM, CWBO, etc. standards.
- Ensure that regional office and ADPs are in alignment with WV Mongolia Finance, HR and Operations standards, policies, practices.
- Advice and support in addressing gaps/issues in ministry quality and collaborate with QM department in developing alternative interventions that is appropriate to the context.
- Ensure that program interventions and practices are compliant to local laws and appropriate to the context of Mongolia.
- Ensure that program implementation are within approved plan and budget.
- Ensure that recommendations from audit reports and audit findings (relating to program operations) and programme/project evaluations are addressed and accomplished.
- Ensure that ADP teams adhere to proper government protocols and field level advocacy activities are consistent WV brand when engaging external stakeholders.
- Support the Operations
Director and Quality Ministry Director in addressing performance,
compliance and risk relating to delivery of program activities in the
regional area.
CAPACITY BUILDING 20% - Develop and support succession planning for NO operations leadership.
- In collaboration with P&C and QM department, facilitate the assessment, development and implementation of the capacity building plan of the ADP staff to address quality needs and priorities.
- Share /facilitate access to training resources and opportunities within the team. These may include engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or
- mentoring.
KNOWLEDGE MANAGEMENT 10% - Share best practices and lessons learned that will enhance the efficiency and effectiveness of the organization.
- Contribute in the documentation of best practices and contribute to the WV's community of practice and center of excellence.
INTERNAL & EXTERNAL LIAISON AND COORDINATION 15% - Act as a strategic link and focal point for Regional area external and internal stakeholders.
- Develop, manage and sustain working relationships with Support Offices, Local NGOs, INGOs, IOs and Government Ministries,
- Develop and sustain relationships with relevant coalitions advocating Children’s needs.
- Develop important advocacy linkages and network for program staff at both Regional and ADP level..
- Consistently develop and
maintain working relationships with different WVM departments including
field program managers both at Regional and ADP level.
GENERAL 5% - Lead and support activities that will enrich and develop mutual growth in Christ.
- Perform any other tasks assigned by the supervisor.
- STRATEGY DEVELOPMENT AND PLANNING 10%
- Bachelors degree in Social Sciences, Development Studies or any related undergraduate degree
- Minimum of 3- 4 years experience in development at field level
- Understand WV vision, mission, policies, procedures, core documents and ethos
- Able to understand and anticipate complex political issues and sensitive government protocols that may affect WV program activities
- Proven project management and proposal writing skills
- Proven leadership, management, collaborative and organizational skills
- Demonstrated ability to innovate, analyze and solve complex issues and create solutions.
PREFERRED: - Graduate degree related to social sciences
