(PIN), an international NGO, seeks applications from pro-active and experienced
candidates for the position of Finance
Officer (FO).
FO will be involved in the financial management
of PIN’s operations in Cambodia. She/he will provide appropriate and sufficient
finance support to all PIN staff; entry all data into PIN’s financial system
Navision; ensure compliance to PIN’s policies; perform financial monitoring of
PIN’s partners and other tasks according to her/ his job description. The FO
will be expected to possess a high ability to take individual responsibility
for the outcomes of her/ his work and to perform her/ his tasks in a very high
quality. Open communication style, high commitment towards achieving tangible
impacts and strong interest in long-term work
on the development of mission’s financial management is desired.
Initially, FO will work under the supervision
of an expatriate Finance Manager. The FO will be assisted by PIN’s Admin
Officer. Depending on FO’s professional skills, reliability, personal
commitment and interpersonal communication skills, she/ he will have an
opportunity to later be promoted to a position of Senior Finance Officer (SFO)
responsible for all financial matters of PIN’s mission.
The FO will work in the Takeo town with
occasional trips to Phnom Penh and PIN’s target provinces. Depending on the
development of PIN’s mission and FO’s performance, the position may later be
relocated to Phnom Penh.

Responsibilities
- Responsible for PIN’s accounting in Cambodia (book keeping, prepares salary sheets, ensures compliance with tax regulations and other legal requirements, ensures all payments etc.)
- Responsible for financial matters concerning PIN´s projects in Cambodia (assists with procurements and contracts, preparation of financial reports, assist on the review and completion of budget proposals etc.)
- Monitoring and capacity building of PIN’s partner organizations
- Assists project staff with translation to/ from English
- Prepare internal financial reports for HQ Prague
Mandatory Requirements
- At least 6 years full-time experience in finance management work for NGOs
- Fluent spoken and written English and Khmer (candidates with limited English will not be considered)
- At least Bachelor degree from finance/ accounting
- Good knowledge of Microsoft office programs (especially Excel) and willingness to learn PIN‘s accounting system (Navision)
- Honest, reliable and motivated person with excellent interpersonal communication skills

- Very good organizational skills including strong attention to details
- Ability to work independently and manage workload with a minimum of supervision
- Ability to work (if necessary) under time pressure and deliver results on time
- Experience with the preparation of financial reports for a large donors such as European Commission, USAID and others.
- Ability to produce precise documents in a comprehensive and attractive format
- Very good presentation and explanation skills
