Since early 90’s, Oxfam-Québec, an international non-governmental organization committed to international solidarity and cooperation has been supporting and strengthening local partner organizations’ capacity in implementing development projects in various sectors using right-based and gender-focused approaches from grassroots to national levels in Cambodia and in the Greater Mekong Sub-region. In order to further support this partnership towards sustainable positive change in Cambodia, Oxfam-Québec is providing technical assistance in addition to financial support through its 2009-2014 Volunteer Programme which main objective is to well match the expertise of volunteers with local partner’s organizational needs. There are currently 6 advisor positions based in Phnom Penh City to assist 5 Oxfam-Québec partners working in Battambang, Koh Kong, Kompong Thom, Phnom Penh and Pursat provinces.

The team of advisors and its partner organizations will need administrative and financial management
assistance in the implementation of its programming in the Country.
Job Summary:
Reporting to the Liaison Officer, the Administrative and Finance Assistant (AFA) is responsible for
providing administrative, financial and clerical services in order to ensure effective and efficient
operations, including project development, implementation and monitoring.
The AFA will work closely with the Liaison Officer and Advisors in Cambodia. As these persons have to
work in the field quite often, the AFA will have to work autonomously to ensure efficient resources
management. The AFA will be responsible for all administrative and financial aspects (including
accounting and finance) of Oxfam-Québec operations and its projects.

· To assist in the preparation of all administrative and financial documents of the project activities
with the relevant program advisors and all logistical matters of the project activities e.g.
organizing meetings, workshops and training courses; and
· To provide assistance, including training and coaching to implementing partners on the financial
management and accounting requirements of Oxfam-Québec.
· To support Liaison Officer in implementing and monitoring program/project activities in all
project sites;
· To assist in the preparation of all administrative and financial documents of the project activities
with the relevant program advisors and all logistical matters of the project activities e.g.

Requirements:
· Bachelor Degree in Administration, Financial Management or related fields
· Demonstrated work experience in support of office administration and/or project management
· Basic knowledge of Cambodian working environment: Government, civil society, laws and
policies, development issues, etc.
· Practical knowledge of MS Office suite
· Fluency in oral and written in the Khmer language, and good knowledge of the English
language
· Ability to work in a team environment
· Ability to set priorities and meet deadlines
· Strong inter-personal skills; with demonstrated strong ability to work effectively with people from
a wide range of cultures and backgrounds
