The Peace and Development Aid Organization (PDAO) is a local and
independent Non-Government Organization, which began operation in 2005. PDAO
has a solid foundation with an active Board of Directors, a clear Vision and
Mission, Goals and Values. PDAO is one of thirty National and international
NGOs to be accredited under the CCC Code of Ethical Principles and Minimum
Standards for NGOs in Cambodia. PDAO has
a history of success in supporting a participatory approach to community
development at both the community and provincial government levels.
PDAO has programs aimed at developing good governance at the local
community level by empowering women and the poor to participate actively in
local and provincial government. PDAO
provides training and information on agricultural practices to enhance
production levels and diversify agricultural products to enhance net incomes,
add nutritional benefits, adapt to a changing climate whilst making the best
use of available natural resources. PDAO also has programs aimed at improving
access to energy and safe water.
We are now looking urgently for the qualified candidates to fill
the position of Project Coordinator for a project called Bridging
the Engagement between Citizen, Civil Societies and Duty Bearers in Education Sector
Project under DFGG project funding by the Asia Foundation. The Project
coverage areas are in Takeo Province (Prey Kabas district and Bati district)
and in Kampot Province (Chhouk district). The Project focus is to support civil
societies for better involvement and engagement in strengthening the quality of
education and healthcare services. The project focuses on the areas of civil
society and citizen engagement with commune councils, school teachers and
officers, and commune health workers. Civil society will be engaged in
development of commune development programs and monitoring of its services
delivery at the commune level, specifically including primary education and
healthcare services.

Key Responsibilities
Project management
- Direct and manage in the implementation of project from beginning to end by ensuring the process and approaches are meeting with designed project goals.
- Define project scope, approaches and deliverables that support the project objectives in collaboration with management team and stakeholders.
- Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
- Liaise with project stakeholders on an ongoing basis.
- Set and continually manage project expectations with team members and other stakeholders.
- Delegate tasks and responsibilities to appropriate supervisees.
- Identify and resolve issues and conflicts within the project team.
- Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and high accountability for their assigned duties.
- Build, develop and grow any project relationship vital to the success of the project.
Planning
- Develop full-scale project implementation plans and associated communications documents.
- Plan and schedule project timelines and milestones using appropriate tools.
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
- Define project success criteria and disseminate them to involved parties throughout project life cycle.
Monitoring and
Evaluation
- Develop necessary monitoring tools for the Project and apply them into the Project monitoring activities.
- Track project milestones and deliverables.
- Conduct regular monitoring and coaching visits to all Project locations to ensure that the implementation of the Project conforms to the plan.
- Conduct regular monitoring and assessment of the ongoing project activities.
- Collect data and evidence in line with monitoring and evaluation requirements of the program and project activities
Reporting
- Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
- Provide regular updated and progress reports to the Program Manager or Executive Director.
- Develop and deliver progress reports, required documentation, and presentations.
Others
- Continuously promote the importance of honesty and transparency to target beneficiaries and report any potential or evident corruption.
- Assume other tasks and responsibilities as necessary in the accomplishment of the job, and those that may be delegated to him/her by Executive Director.

Required qualifications
- University degree in the field of development study, management or other relevant subjects.
- At least 2 years or equivalent direct work experience in a project management capacity, including all aspects of process development and execution.
- Demonstrate experience in project staff management.
- Experience at working both independently and in a team-oriented, collaborative environment is essential.
- Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
- React to project adjustments and alterations promptly and efficiently.
- Flexible during times of change.
- Ability to read communication styles of team members and other stakeholders from a broad spectrum of disciplines.
- Persuasive, encouraging, and motivating.
- Ability to elicit cooperation from a wide variety of sources, including upper management, peer groups and other stakeholders.
- Ability to defuse tension among project team, should it arise.
- Ability to bring project to successful completion through political and social sensitivity.
- Strong written and oral communication skills in English.
- Strong interpersonal skills.
- Must be able to learn, understand, and apply new concepts in local governance and citizen participation in community development activities.
- Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
- Willingness to work and stay in the rural areas.
- Solid working knowledge of and competent with computer networking, Internet and e-mail technologies, Office applications and other office automations.

Working conditions
- Overtime may be required in meet project deadlines.
- Sitting for extended periods of time.
- Physically able to participate in training sessions, presentations and meetings.
- Some travel may be required for the purpose of meeting with project beneficiaries, stakeholders, or off-site personnel/management.
