PURPOSE OF POSITION:
Provide technical support to integration of advocacy at all levels of the organization, ministries and sectors in alignment with strategies, policies and standards to enhance the child well-being aims.
KEY RESPONSIBILITIES:
- Facilitate a process to mobilize and equip organizational assets to engage with key policy audiences to influence changes of policy and practice.
- Facilitate a review of indicators and monitoring of regional and national advocacy strategies, priorities and initiatives.
- Support the National Offices and technical teams in development and implementation of advocacy strategies in alignment with the regional and global strategies and priorities.
- Contribute to the development of advocacy strategy and business plan ensuring integration with other regional programmes and units and in alignment with regional and global CWBA priorities.
- Contribute to organizational wide communications
and change management process to support implementation of regional
advocacy strategy as part of broader regional partnership strategy.
TECHNICAL and OPERATIONAL SUPPORT - Work closely with National Offices providing technical support and critical guidance in the integration of advocacy in relief and development programming.
- Coordinate selected regional Advocacy initiatives ensuring alignment to regional strategy.
- Provide support to the Advocacy Director in the management of projects staff under Advocacy unit.
- Support National Offices in the application of advocacy related policies as per the established partnership and regional protocol and standards.
- Provide technical support to selected advocacy initiatives and cross cutting issues and coordinate advocacy effort for proactive engagement on issues that affect child well-being.
- Contribute to the development of global policies, guidelines and standards.
- Support the contextualization of global guidelines and assist in mainstreaming standards including capacity building materials and other integration tools of advocacy at national and regional levels.
- Provide technical support to integration and monitoring of public advocacy campaigns.
- Build the number of Subject Matter Experts available across the 2 regions and coordinate their involvement as required.
- Provide technical support in assessment and scale up of local level advocacy as a vehicle of social accountability and sustainable practice.
- Assist in developing project designs or concept papers and pursue funding avenues for advocacy initiatives.
- Assist regional advocacy projects meet all donor requirements.
- Motivate advocacy focal points ensuring open communication and integration.
CAPACITY BUILDING - Advise National Offices on advocacy core competencies and capacity requirement.
- Facilitate the formation of advocacy working groups linked to south-to-south support.
- Contribute to the development and implementation of integrated skill development informed by regional advocacy priorities, partnership priorities and capacity assessment
- Share / facilitate access to programming resources
to strengthen advocacy competencies and appropriate learning and support
opportunities for national offices.
KNOWLEDGE MANAGEMENT - Facilitate processes of continuous learning and promote innovative practices related to advocacy and integration of advocacy with other lines of ministries and sectors and themes
- Facilitate process which encourages mutual learning between national offices within the regions.
- Facilitate areas of research and analysis where necessary to support areas of advocacy and policy engagement within the Asia & Pacific Region.
- Encourage mutual learning between National Offices within the Asia & Pacific and between other regions.
- Facilitate formation and coordination of regional advocacy forum ./ network that promotes learning
- Contribute to establish and use of regional
databases and e-resources including regional promising practices
relating to advocacy and child rights as part of strategic targets
QUALITY ASSURANCE - Collaborate with the regional program quality specialists and technical teams in adapting and integrating DME policies, LEAP framework and tools in related to enhancing child well-being.
- Support National Offices in ensuring adherence to policies, protocols and standards related to advocacy.
- Support Senior Operation Directors in addressing
alignment with the strategies, ministry quality issues and needs related
to advocacy.
INTERNAL LIAISON AND COORDINATION - Participate and actively contribute in the partnership forums, working Groups and networks related to advocacy as deemed necessary by regional leadership.
- Work with other members of lines of ministry, sectors and other operations to ensure that Advocacy is integrated within the wider ministry of World Vision in the region.
- Collaborate with other advocacy focal points and
WVI Advocacy and Justice for Children team in advocacy efforts to
fulfillment of child’s rights.
EXTERNAL RELATIONS - Facilitate active engagement with key policy makers, partners and audiences to enhance World Vision’s credibility and influence changes to policy and practices in the areas of just systems and child rights.
- Contribute in developing public engagement strategy.
- Establish good external relations with key regional organizations so as to ensure that World Vision is well positioned as a credible and influential actor in the region.
- Work with coalitions at the regional level to help achieve advocacy objectives.
GENERAL - Work closely with the members of the Policy and Programmes Team and other functions within the region promoting mutual learning, support and accountability.
- Participate in/ lead and support in devotions and other activities that enrich and develop spiritual growth.
- Perform any other tasks assigned by the Advocacy and Justice for Children Director.
- STRATEGY
KNOWLEDGE, SKILLS & ABILITIES:
- Advanced degree in Social Science, International Development, Public Policy or any relevant field
- In-depth expertise in at least 2 and a general understanding & exposure to all the key issues in the following areas: UN Convention on the Rights of the Child and its practical application; Citizen Participation approaches; International Development; Child Protection; Rights-based approaches; Sphere standards and its application; CEDAW; Advocacy, with specific experience on upholding the Rights of the child.
- Excellent oral and written (English) communications skills and be able to present well to a variety of audiences
- Strong interpersonal, collaborative, negotiating, networking and organizational skills
- Demonstrated negotiating skills, including experience in cross-culturally settings and related issues.
- Solid analytical skills and ability to practice critical thinking for producing concise position papers and reports
- Computer literate and effective – MS. Office applications and ability to produce or support work without administrative or secretarial support
- Knowledge of the Asia and Pacific region and key issues affecting children
- High level of awareness of global and regional socio-economic, political and environmental issues
- Minimum of 2 years experience in public advocacy or international development or child rights at national or regional level
- Experience in child rights or rights-based programming approach
- Experience in developing training materials or IEC resources
- Experience in developing strategies and action plans in areas of advocacy, child rights, human rights, policy change
- Experience in proposal writing, research, and position papers
- Demonstrated field practice
- Work experience in Asia & Pacific countries
- Cross cultural experience, understanding and sensitivity to issues affecting children’s rights
- Experience in Conflict Negotiation and Management
- 30 percent travel of is expected
- This role involves the facilitation and coordination of a virtual learning network and exchange of information, geographically dispersed Advocacy teams in the National offices
- This role requires access to computer technology especially for virtual meetings and learning.
