Emergency Technical WASH Officer

People in Need
(PIN), an international NGO, seeks applications from experienced and motivated
candidates for the position of Emergency Technical WASH Officer (ETO).
PIN has been since early October 2011
assisting in the Kampong Chhnang province to people affected by floods. PIN has
in cooperation with CESVI and PHD provided health assistance to over 5,000
households. In December 2011, PIN will start with implementation of
post-emergency assistance which will focus – among other – on rehabilitation of
wells.
PIN is looking for candidates who have
sufficient technical expertise and practical experience in wells
rehabilitation. ETO will be responsible for ensuring the technical quality of
wells rehabilitation and liaising with local authorities. ETO will be based
in Kampong Chhnang town with frequent travels to different villages in the
Kampong Chhnang province.

Emergency Technical WASH Officer

Schedule
Full time position; duration: 3-5 months
Responsibilities
- Monitor the technical quality of wells rehabilitation
- Assist with the supply of required materials (e.g. spare parts)
- Cooperate with the Provincial Department of Rural Development
- Assist in coordination with other stakeholders
- Report regularly on the progress of wells rehabilitation to PIN’s Emergency Coordinator
- Ensure appropriate project visibility
- Assist with other emergency response-related tasks
Mandatory Requirements
- Ability to enter the position as soon as possible
- At least 3 years of practical experience with wells rehabilitation
- Very good technical understanding of wells rehabilitation
- Familiarity with spare parts available at the local market
- Good interpersonal skills (in communication at the community level and with the government staff)
- Honest and reliable person with positive and responsible attitude to work
- Fluent spoken and written English and Khmer
- Willingness to travel extensively on a motorbike

- Good experience with NGO-managed WASH programs
- Familiarity with Kampong Chhnang province
- Very good explanation skills
- Very good organizational skills including strong attention to detail
- Ability to produce precise documents in a comprehensive and attractive format
- Competent use of Windows Office (Word, Excel)
- Ability to work (if necessary) under time pressure and deliver results on time
- Ability to work independently and manage workload with limited supervision
