This position is located in the Public Administration Capacity Branch, Division for Public AdmInistration and Development Management of the United Nations Department of Economic and Social Affairs and the incumbent is under the overall guidance of the Director of the Division and the direct supervision of the Chief of the Public Administration Capacity Branch.

Responsibilities

The incumbent will be responsible for the following duties:
• Provides supervision to staff as directed by the Chief: leads teams in public administration activities and prepares special reports.
• Public administration and research analysis: leads or participates extensively in research and analysis of public administration, e-government issues, which are of concern to the Member States, supervises and finalizes reports on public administration, e-governance and reconstructing public administration after conflict; and prepares briefing notes and speeches for the Division and Department, and makes presentations on these aspects.
• Inter-governmental support: provides direct substantive support on public administration, e-government and reconstructing public administration after conflict to inter-governmental bodies such as the General Assembly, the Economic and Social Council, and the UN Committee of Experts on Public Administration; and represents the Branch/Division and the Department as well as the United Nations at international, regional and national meetings on public administration, e-governance and reconstructing public administration after conflict issues.
• Technical cooperation: negotiates with donor and recipient governments on technical assistance programmes and projects in the above mentioned areas; leads or participates in technical cooperation missions; and takes a leading role in the planning, implementation, monitoring and evaluation of technical cooperation activities executed by the Division and its partners.

Competencies

Professionalism: Proven expertise in research and writing in public administration, in general and, in particluar, in e-government, strengthening insitutional, human resource and technical capacities of public administration systems, reconstructing public administration in post-conflict situations, with a thorough understanding of theories, principles and their applications to specific cases. Knowledge and understanding of e-government/governance, public administration and development theories, principles and applications. Ability to produce quality reports and publications in public administration, including e-government. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Planning and organization: Develops clear goals that are consistent with agreed strategies; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication.

Managing Performance: Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff.

Judgement/Decision-making: Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; takes decisions with an eye to the impact on others and on the Organization; proposes a course of action or makes a recommendation based on all available information.

Education

Advanced university degree (Master’s or equivalent) in political science, public administration, administrative sciences, development administration, management sciences or a related field is required. A first level university degree with relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in research, policy analysis, governance, public administration, development management, or related area; demonstrated record of writing and/or publishing in the areas of public administration, e-governance and post conflict reconstruction of public administration is required; supervisory and management experience is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English is required. Knowledge of a second language official UN language is an asset.

Assessment Method

Evaluation of qualified applicants may include an assessment exercise, which may be followed by a competency-based interview.
