Sovann Phoum (SP) is a Cambodian Organization, established and registered by the Ministry of Interior in 2000, with a mission to improve the living conditions of disadvantaged families––with special focus on women and children––by supporting their access to education, skill training, job opportunities, and micro-finance. SP is a non-government, non-religious, and non-profit Organization, working for the best interests of the child, using child-centred community development approach, and is one of the leading NGOs specialized in child-to-child approach for health education.
With technical and financial support from Plan International Cambodia, SP starts implementing a three-year project, called Promoting the Rights of Adolescent Girls to Quality Basic Education (PRAGQBE), from the 1st of August 2011, at 30 Lower Secondary schools in two provinces of Kampong Cham (in two districts of Dambae and Ponhea Krek) and Siem Reap province (in four districts of Banteay Srei, Ankor Thom, Srei Snam, and Angkor Chum). The project will be carried out in close partnership with Plan International Cambodia, Education authorities (from the MoEYS to school level), government authorities from National to Sub-national and Community levels, and several NGOs. SP is, therefore, looking for qualified Cambodian candidates for the following positions in PRAGQBE project:
• 1 full-time Project Manager, to be based in Kampong Cham, with travel to Siem Reap province and Phnom Penh for project activities;
• 1 full-time Provincial Team Leader, to be based in Siem Reap;
• 3 full-time Sexual-Reproductive Health and Gender Officers, 1 to be based in Kampong Cham and 2 in Siem Reap;
• 3 full-time Education & Child Rights Officers, 1 to be based in Kampong Cham and 2 in Siem Reap;
I. DETAILED DUTIES AND RESPONSIBILITIES:
Project Manager:
- Report to Executive Director;
- Participate in developing project proposals and budgets;
- Develop annual work plan for the project;
- Develop quarterly and monthly work plan (together with provincial Team Leader) for project team members;
- Train project team members in strategies and approaches for the field work implementation;
- Work with team members to design tools for the project implementation, monitoring and reporting;
- Carry out lobbying work with MoEYS, PoEYS and government authorities at national and provincial levels for the support to girls’ access to and completion of 9-year basic quality education, with special focuses on gender equality, improved sexual reproductive health, and better child rights respect;
- Advocate the government national and provincial authorities for increased financial support to poor families (through meetings and workshops);
- Cooperate with MoEYS to develop or revise policy on supporting girls in education (including curriculum improvement);
- Regularly follow up and monitor project activities in the 2 provinces to ensure that the planned activities and outputs are achieved on time, without wasting resources;
- Manage the project budget and expenditures, including checking and verifying payment receipts from project staff;
- Follow up the project budget-expenses in order to ensure that the resources planned are used to deliver the project outputs in an efficient, transparent, and accountable manner;
- Manage all project staff (Provincial Team Leader and all project staff in the two provinces);
- Support two Officers in Kampong Cham:
o Raise awareness through campaigns on policies and Prakas related to worst forms of child labour affecting, especially, girls in education;
o Arrange exchange visits to gender-responsive schools for Commune, District and Provincial government education authorities (for 2nd year);
o Coordinate research study (by external consultants) on girls’ access to, and completion of, 9-year basic education, and disseminate research findings to relevant stakeholders in order to seek support for girls’ basic education through government’s increased budget at different levels;
o Facilitate meetings between student representative from SSCs with District and Provincial education authorities to follow up and reflect results on promoting girls in secondary education;
o Support existing sub-national education stakeholder networks to coordinate work supporting education for adolescent girls;
- Lead the project reviews and evaluations;
- Write reports in English to donors and in Khmer to government partners;
Required qualifications for Project Manager:
- At least Bachelor’s Degree of social science in Development, or Education, or related field;
- with educational background in gender issues, or/and advocacy, or/and child rights, or/and medicine is an asset;
- Experienced, at least 3 years, in Managing Projects of formal/non-formal education (preferably in secondary education) with sexual-reproductive health, or/and advocacy, or/and child rights, or/and gender equality promotion;
- Proven experienced, at least 3 years, in such project activities as education in secondary schools, community mobilization and development, advocacy/lobbying amongst government authorities (from national to community level), sexual-reproductive health, gender equality promotion, and child rights promotion;
- Ability to lobby government authorities (at national and provincial levels) to promote adolescent girls’ access to and completion of 9-year basic education, with special focuses on sexual-reproductive health, gender equality, and child rights;
- Capacity to manage the project budget and staff members;
- Willingness to travel and stay in project areas;
- Fluency in written and spoken English;
- Computer literacy in Ms. Office.
Provincial Team Leader:
- Report to Project Manager;
- With technical support from Project Manager, work with government partners, (PoEYS, DoEYS, Lower Secondary schools, School Support Committees, students, parents, Commune authorities, District authorities, and provincial authorities, in order to lobby them to promote the rights of adolescent girls to quality basic education, with special focuses on gender equality, reproductive health, and child rights;
- Raise awareness through campaigns on policies and Prakas related to worst forms of child labour affecting, especially, girls in education;
- Arrange exchange visits to gender-responsive schools for Commune, District and Provincial government education authorities (for 2nd year);
- Coordinate research study (by external consultants) on girls’ access to, and completion of, 9-year basic education, and disseminate research findings to relevant stakeholders in order to seek support for girls’ basic education through government’s increased budget at different levels;
- Carry out advocacy (together with Project Manager) through national and provincial networks (including youth-led networks and networks of NEP and EDUCAM) on issues of gender equality and girls’ rights to quality basic education (e.g. issues of shortage of school facilities, shortage of trained teachers, low teacher’s salaries, etc.);
- Build capacity of Student Councils to raise school critical issues, especially of girls in education to be integrated in sub-national planning/CIP through committee for women and children, and to follow up cases of girls at risk of dropout, in coordination with the girl counsellor (for 2nd year);
- Facilitate meetings between student representative from SSCs with District and Provincial education authorities to follow up and reflect results on promoting girls in secondary education;
- Support existing sub-national education stakeholder networks to coordinate work supporting education for adolescent girls;
- Provide facilitation and administrative support to Education & Child Rights Officer(s), and Sexual-Reproductive Health & Gender Officer(s), to deliver the project expected outputs;
- Act as Assistant to Project Manager in the project Accounting, Administrative, Logistics, and Staff management;
- Combine activity reports in English for the Project Manager.
Required qualifications for Provincial Team Leader:
- At least Bachelor’s Degree of social science in Development, or Education, or related field;
- with educational background in gender issues, or/and advocacy, or/and child rights, or/and medicine is an asset;
- Experienced, at least 2 years, in Managing Projects of formal/non-formal education (preferably in secondary education) with sexual-reproductive health, or/and advocacy, or/and child rights, or/and gender equality promotion;
- Experienced, at least 2 years, in such project activities as training, community mobilization and development, coordination/advocacy amongst government authorities (from national to community level) and NGO networks who work in the fields of education and sexual-reproductive health;
- Ability to lobby government authorities and NGO networks (at provincial level) to promote adolescent girls’ access to and completion of 9-year basic education, with special focuses on sexual-reproductive health, gender equality, and child rights;
- Capacity to build team work and supervise team members;
- Capacity to deal with administrative and accounting work;
- Willingness to travel and stay in project areas;
- Fluency in written and spoken English;
- Computer literacy in Ms. Office.
Education & Child Rights Officer
- Report to Provincial Team Leader;
- Train Peer Educators (girls and boys) on Sexual-Reproductive Health (SRH) and peer education, together with SRH and Gender Officer;
- Support educational activities by Peers (edutainment, group discussions, SRH picture shows, etc.) on SRH for students – from Peers to all students of the target schools;
- Organize training for teachers (girl counsellors) and school principals on SRH and peer education and counselling girls (together with SRH & Gender Officer);
- Hold quarterly meetings with Peer Educators to monitor progress;
- Work with schools, SSCs, and parents to provide scholarships to girls in poor families (school statistics on girls in grade 6; school mapping; identification and selection of girls from poor families with school committee/SSC; every 2-week follow up with all supported girls; and counseling to families whose daughters face drop out);
- Strengthen District and Provincial education Inspection Teams to monitor the quality of teaching and learning in Lower Secondary Schools, with a focus on girls’ performance (support the provincial Inspection Team to regularly control the quality of teaching and learning in target schools);
- Develop school monitoring tools, and train and support SSCs and Student Council to collect, analyse and report data;
- Write activity reports to Provincial Team Leader;
- Undertake other assignments given/requested by supervisors;
- Carry out activities about Child Rights:
o Organize trainings for SSCs and youth councils (child rights groups), focusing on violence against girls, through ToT course, and trainings at school community;
o Link SSCs and youth council to commune committee with respect to cases of violence in schools (discussions and links case by case);
o Support schools to reinforce anti-violence policy at target school level (meetings);
o Enable sensitization amongst all students and teachers, with specific focus on girls, their rights to all 4 main rights, particularly on protection (through training).
Required qualifications for Education & Child Rights Officer:
- Bachelor’s Degree of Education;
- with sound knowledge of child rights (and with knowledge of gender issues will be an asset);
- Experienced, at least 4 years, in teaching in secondary school, training, scholarships, peer education, and girl counselling;
- Experienced in training in child rights will be an asset;
- Ability to assess quality of learning and teaching at lower secondary level;
- Capacity to organize training courses, events and campaigns;
- Capacity to manage scholarships for disadvantaged girls from poor families in remote areas;
- Ability to coordinate and work with education authorities from provincial Department of Education, Youth and Sport, to District Office of Education, Youth and Sport, secondary schools, and School Support Committees;
- Willingness to travel and stay in project areas;
- Good communications, with ability to use both written and spoken English;
- Computer literacy in Ms. Office.
Sexual-Reproductive Health & Gender Officer
- Report to Provincial Team Leader;
- Train Peer Educators (girls and boys) on Sexual and Reproductive Health (SRH) and peer education, together with Education & Child Rights Officer;
- Organize training for teachers (Girl counsellor) and school principals on SRH and peer education and counselling girls (together with Education & Child Rights Officer);
- Organize training for teachers (Girl counsellor) and health centre staff on girl-friendly SRH services (including counselling);
- Support teachers (Girl counsellor) to signpost girls to health centres;
- Support schools to establish and provide counselling services in school to girls, including counselling for families of girls at risk of dropout, involving youth/students’ council in the referral of cases, and follow up each school every 2-week about school daily service;
- Develop and distribute IEC materials on SRH to target schools;
- Hold quarterly meetings with Girl counsellor to monitor progress;
- Support schools to organize social events on SRH, one time per school (to target students in schools only);
- Signpost/link poor families to microfinance or livelihoods support (e.g. CEDAC);
- Write activity reports to Provincial Team Leader;
- Undertake other assignments given/requested by supervisors;
- Carry out activities about gender issues:
o Sensitize girls and boys (all), parents, and community leaders (teachers and principals, religious leaders, Commune Council, etc.) on gender equality, gender stereotypes and girls’ rights, particularly in relation to quality basic education (through ToT trainings, trainings, and workshops);
o Develop IEC materials on gender equality and girls’ rights and disseminate them to schools;
o Conduct events in the community in collaboration with Commune Councils on gender equality and girls’ rights (e.g. on school enrolment day and women day) including girl role models (with support from Education & Child Rights Officer and SRH & Gender Officer);
o Support/integrate “Learn Without Fear” campaign to highlight how violence prevents adolescent girls from completing Lower Secondary School (link to 3.3 and 1.3) (with support from Education & Child Rights Officer and SRH & Gender Officer);
Required qualifications for Sexual Reproductive Health & Gender Officer:
- Educational background in medicine (from at least three-year formal training course), plus at least High School Diploma;
- with sound knowledge of Counselling and Gender issues;
- Experienced, at least 2 years, in training and counselling in sexual-reproductive health;
- Experienced in training in gender equality will be an asset;
- Relevant working experience with health centres or Operational District Office of Health;
- Ability to develop IEC materials on sexual-reproductive health and gender issues;
- Capacity to organize training courses, events and campaigns;
- Ability to coordinate and work with education and health authorities at sub-national level;
- Willingness to travel and stay in project areas;
- Good communications, with ability to use both written and spoken English;
- Computer literacy in Ms. Office.
