This position is located in the Integrated Regional Programming Section (IRPS), South Asia, East Asia and the Pacific Team (SEAP), Division for Operations, DO, Integrated Programme and Oversight Branch (IPB) at United Nations Office on Drugs and Crime (UNODC) in Vienna. The incumbent will report to the Chief of IPB.
Responsibilities
The Programme Management Officer will be responsible for the following tasks:
• Manage, supervise and coordinate the work carried out by the team; liaise and coordinate with colleagues in the region, within the branch, DO and across divisions; manage, guide, develop and train staff under his/her supervision.
• Plan, organize, coordinate and carry out the ongoing review, monitoring and analysis of social, economic and political developments and trends in the assigned drug, crime and/or terrorism related areas at the national, regional and/or global levels.
• Plan, organize, coordinate, implement and evaluate programme activities aimed at the enhancing of the institutional knowledge and understanding of the Governments, civil society and UN agencies of the nature and extent of the drug, crime and/or terrorism related issues and at developing and/or improving national, governmental and inter-governmental drug control, crime and/or terrorism prevention policies, strategies, plans and cooperation.
• Plan, organize, coordinate and deliver a variety of specialized technical services for governments, e.g. expert advisory services, expert group meetings, training seminars, etc., in order to assist them in the ratification and/or implementation of the international conventions and other international legal instruments related to the areas of drug, crime and/or terrorism; provide substantive backstopping to regional and inter-regional advisers and mentors.
• Organize and prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies, summary reports, manuals, tool kits and guides. In collaboration with others, prepare, review and/or evaluate the Country Profiles and Strategic Programme Frameworks; finalize their submission to the UNODC Executive Committee and Programme and Project Committee.
• Organize, coordinate the preparation and draft/consolidate the reports to the Commission on Narcotic Drugs (CND), the Commission on Crime Prevention and Criminal Justice (CCPCJ), Economic and Social Council (ECOSOC), General Assembly (GA) and other legislative and technical bodies; participate and contribute to the substantive servicing of the meetings of those bodies.
• Lead and/or participate in large, complex programming, need assessment and other technical missions, where necessary, to evaluate and elaborate assistance proposals with cooperating governments, international funding institutions (IFIs), UN agencies and non-governmental and civil society organizations (NGOs/CSOs).

Education
Advanced university degree (Master’s degree or equivalent) in business administration, economics, international relations, law, political science, public administration or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in technical cooperation and programme management, at the international and/or national levels, especially in the areas of drug control activities, crime or terrorism prevention, law enforcement, criminal justice, security sector, governance, public administration, peace-building, conflict prevention or other related areas, is required. Field experience in relevant areas is highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency/proficiency in English, i.e. oral and written proficiency, is required. Knowledge of another UN official language is an advantage.

Written test and competency-based interview.
