The Humanitarian Affairs officer (Humanitarian Coordinator Pool Manager) reports to the Senior Humanitarian Affairs Officer in the Humanitarian Leadership Strengthening Unit, of the office for the Coordination of Humanitarian Affairs.
Responsibilities
A principal objective of the Humanitarian Coordination Support Section is to expand the pool of potential UN Resident/Humanitarian Coordinators (RC/HCs) and Humanitarian Coordinators (HCs), and particularly to increase the share of individuals with humanitarian experience, women, individuals from developing countries, and individuals from outside the UN; and to involve he Inter-Agency Standing Committee (IASC) agencies fully in the choice of HCs. To this end, an HC Pool was be established, which serves as the IASC pre-approval chamber for candidates for RC/HC and stand-alone HC positions. The HC Pool Manager coordinates development of policies and procedures by IASC agencies for the HC Pool and manages recruitment, selection, assessment, capacity development, and succession planning of the HC Pool. In this role he/she contributes to tracking the career paths of HCs and the HC Pool.
Manage the HC Pool screening applications, developing and managing selection and assessment serving as the secretary of IASC Humanitarian Coordinator Assessment Panel, responsible for selecting and succession planning for Humanitarian Coordinator (HC) Pool members assessing the professional development needs of Pool members developing and organising individualised professional development programs for Pool members. Program manage training and assessment activities for the Humanitarian Coordinator (HC) Pool, including design, delivery and documentation of ongoing training/assessment. Engage with United Nations Development Operations Coordination Office (DOCO) on Resident Coordinator (RC) talent management, recruiting, selection and assessment for countries with Resident Coordinator/Humanitarian Coordinators (RC/HCs) or Resident Coordinators (RCs) in disaster-prone countries. Map out the career paths of past and current Humanitarian Coordinators (HCs), and develop a system for tracking future Humanitarian Coordinator (HC) career paths. Other duties as required.
Competencies
PROFESSIONALISM: Knowledge of Human Resources policies, practices and procedures (of both UN and non-UN humanitarian agencies) including specifically selection, assessment and career development. Conceptual and strategic analytical skills.
PLANNING AND ORGANINSING: Ability to develop clear goals that are consistent with agreed strategies; ability to foresee risks and allow for contingencies when planning; and, ability to identify priority activities and adjust them as required.
COMMUNICATION: Excellent interpersonal and communication skills (spoken/written), including the ability to listen to and incorporate the views of stakeholders; Ability to communicate clearly and effectively ( both verbally and in written); ability to demonstrate openness in sharing information and keeping people informed; and, ability to tailor language, tone, style and format to match the audience.
MANAGING PERFORMANCE: Ability to delegate the appropriate responsibility, accountability and decision-making authority; ability to ensure that roles and reporting lines are clear to each staff member; ability to monitor progress against milestones and deadlines; and, ability to judge the amount of time and human resources needed to accomplish a task and match task to skills.
LEADERSHIP: Strong organisational and managerial skills, including ability to coordinate and lead the work of others; Empowers subordinates to translate work's targets into tangible results; is pro-active in developing strategies to accomplish objectives; establishes and maintains relationships with a broad range of people to understand needs and gain support; anticipates and resolves conflicts by pursuing mutually agreeable solutions.
Education
Advanced university degree (Master's degree or equivalent) preferably in public or business administration, human resources management or related area; or a relevant combination of academic qualification and extensive experience in human resources management or humanitarian management, including recruitment and career development.
Work Experience
At least seven (7) years of progressively responsible professional experience in human resources management or related area that includes specifically recruitment, career development and performance management. Experience working with senior humanitarian leaders and managers. Experience in humanitarian organisations, particularly in the field, is desirable. Understanding of humanitarian management and humanitarian coordination, is highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French is an asset.
Assessment Method
Competency based interview. A written test may be administered.
