The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Global Water Operators Partnerships Alliance (GWOPA) Section in Water Sanitation and Infrastructure Branch (WSIB) within the Human Settlements Financing Division (HSFD) of UN-Habitat.
Responsibilities
Under the direct supervision of the Programme Manager heading GWOPA, the incumbent’s responsibilities will be as follows:
Water Operators Partnerships Support:
• Performing consulting assignments in collaboration with the client by: planning facilitating workshops, providing technical and management support in water utility analysis, needs assessments and other activities.
• Developing and implementing at least three Water Operators Partnerships (WOPs) per year benefitting from Development Agencies.
• Ensuring effective and efficient execution of WOPs programmes by providing appropriate technical support to projects through project design, field visits, monitoring and evaluation and coordination activities.
• Leading and/or participating in large, complex field missions, including provision of guidance to external
consultants and partner organizations.
Knowledge Management Support:
• Overseeing preparation of draft background papers, analysis, sections of reports and inputs to publications.
• Coordinating financial strategy development, including review and analysis of issues and trends,
preparation of evaluations or other research activities and studies related to the financing of utilities and WOPs.
Networking Support:
• Liaising with the Development Agencies to facilitate North-South WOPs. Assisting in identifying potential partners when necessary, in developing WOPs agreements and in monitoring and evaluating the resulting WOPs.
• Initiating and coordinating outreach activities, conducting workshops and seminars, and making presentations on assigned topics/activities.
• Liaising with regional development banks and other international financial institutions to maximize their support for WOPs through GWOPA Secretariat.
Performing other duties as may be required.

Education
Advanced university degree (Master’s degree or equivalent) in water engineering/environment/
economics/resource management/urban planning or a relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of experience in the fields of water and sanitation engineering and service provision, environmental management, capacity development, or a related field. Experience in poverty issues and international development would be an advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and French is required.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
