This position is located in the Medical insurance section, Financial Resources Management Service, Division of Administration, United Nations Office at Geneva.
Under the general supervision of the Chief of Section, the incumbent:
Responsibilities
1. Manages and supervises the daily operations of the Reimbursement Unit and the Client Relations and Secretarial Unit to ensure efficient services covering: processing of claims’reimbursement to members, providing technical advice to team members, establishing performance targets, establishing third party liabilities, investigating and handling fraudulent cases, reviewing services agreements with health care providers.
2. Assists the Chief of Section and Executive Secretary of the United Nations Staff Mutual Insurance Society (UNSMIS) to ensure effective operations, to improve governance system, capacities and services to insured members and financial soundness of the Society, in particular to update the rules of UNSMIS; coordinates periodic client satisfaction surveys; initiates and conducts studies to improve long-term financial soundness of UNSMIS; assists in developing the anti-fraud framework, developing actuarial valuation and conducting benchmarking analysis and surveys; prepares circulars and annual management and financial reports.
3. Assists the Chief of Section and Executive Secretary of UNSMIS in developing analytical tools and gathering intelligence in particular to better evaluate liabilities and health care market conditions.
4. Assists the Chief of Section and Executive Secretary of UNSMIS in respect to appeal cases for consideration of the Executive Committee as well as the Arbitration Committee, in particular to prepare the documentation concerning the appeals against approved reimbursement and present them for consideration of the Executive Committee of UNSMIS; assists in establishing the Arbitration Committee and acts as Secretary to the Committee.
5. Performs special assignments as required, and replaces the Chief of Section in his absence.

Education
Advanced university degree (Master’s degree or equivalent) in economics, finance, business administration or actuarial studies, supplemented by formal or professional training in insurance related fields. A first level university degree with a combination of relevant qualifications and experience and supplemented by formal or professional training in insurance related fields may be accepted in lieu of the advanced university degree.
Work Experience
7 years experience in the area of insurance, finance and business administration with supervisory component. Substantive experience with the insurance operations, preferably in the health insurance business. Knowledge in contract and insurance law, capital investments, and actuarial studies an advantage.
Languages
Fluency in French and English required.
