This position is located in the Policy and Best Practices Service of the Policy, Evaluation and Training Division, Department of Peacekeeping Operations and the incumbent reports to the Team Leader for Civil Affairs.
Responsibilities
- Lead the development, resourcing and piloting of an E-learning induction training programme for new and prospective Civil Affairs officers, based on the content of the Civil Affairs Handbook;
- Lead the continued rollout of the comprehensive Civil Affairs Training Plan, through; (i) identification, resourcing and implementation of steps needed to consolidate progress made so far with the Civil Affairs tailored skills training and specialized training programmes, and (ii) identification, resourcing and implementation of further training initiatives needed in relation to Civil Affairs at HQ or in the field.
- Lead the provision of substantive support to the Civil Affairs staffing in the field, including through: (i) input to outreach and technical assessment processes to ensure that the right skill groups are recruited through rostering processes, (ii) advocacy to ensure the effective management of roster data at HQ, and (iii) implementation of the recommendations of the Review of Civilian Capacities insofar as they relate to Civil Affairs work;
- Lead further development and expansion of the Civil Affairs online knowledge network;
- Support the roll out of a communications strategy for Civil Affairs work;
- Strengthen relationships with key partners, including through participation in inter-agency working groups and joint studies;
- Codify best practices in Civil Affairs work through undertaking lessons learned studies as required, including field visits where relevant;
- Support the further development and refinement of Civil Affairs related policy, and input to departmental wide policy development processes where required;
- Support team efforts to increase the level of operational input to missions and IOTs on Civil Affairs work, and;
- Perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, social science, international relations, business administration or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in political affairs, civil affairs, public administration, international affairs, management or a mix of these fields. Post-conflict field experience is required; field experience in peacekeeping operations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified applicants may include a substantive assessment, which may be followed by a competency-based interview.
