Sustainable Cambodia (SC) works to improve the self-reliance and quality of life of people in the communities it works in, through a participatory, empowerment-based approach. The Sustainable Community Development Program Manager (CDPM) will provide vital support to the Vice National Coordinator (VNC) in fulfilling SC’s mission, vision and goals, by effectively managing, coordinating and monitoring SC’s various development functions and projects.

Job Responsibilities
A] Leadership Responsibilities
The CDPM will be expected to:
• Work together with the Vice National Coordinator (VNC) and lead other development managers in identifying and reaching SC’s strategic goals
• Identify, assess and inform the VNC of internal and external issues that may affect SC, its beneficiaries, and its partners
• Foster effective communication and teamwork between the VNC and other development managers and staff
• Officially meet with various potential donors, NGOs, government officers and other public on behalf of VNC when needed in order to enhance SC’s profile.
B] Program Planning and Management Responsibilities
The CDPM will be expected to:
• Lead the development of program operational plans and recommend changes that are consistent with SC vision and strategy and which ensure that the expectations of beneficiaries, directors, and funding partners are met
• Provide information and guidance on SC development activities to visitors, volunteers and other interested parties as needed
• Identify changes in the composition or needs of the communities being served.
• Oversee the planning, implementation and evaluation of the organization’s development activities in a timely manner; and produce annual, quarterly and monthly progress reports
• Effectively delegate program monitoring and evaluation responsibilities to development managers and staff, ensure that ALL reporting and monitoring deadlines are met, and evaluate the quality of reports generated.
C] Staff-Related Responsibilities
The CDPM will be expected to:
• Coach, mentor and provide feedback to staff to improve their knowledge and performance, periodically monitor staff performance and conduct annual staff performance reviews
• Determine appropriate staffing requirements for program management and delivery and develop formal written job descriptions for all staff
• Provide feedback on the implementation of human resource policies.
• Maintain a positive, healthy and safe work environment for all staff in accordance with government legislation and SC regulations
• Participate in staff recruitment, interview and selection processes
• Implement and manage disciplinary procedures (including staff dismissal) when necessary, while strictly adhering to SC policies and guidelines, and all legal stipulations.
• Communicate with Volunteer Supporter to ensure that international volunteers receive appropriate information and tasks
D] Finance-Related Responsibilities
The CDPM will be expected to:
• Develop monthly, quarterly and annual financial reports and budget plans
• Research funding sources, oversee the development of a fundraising plan, and develop grant proposals to increase the organisations financial resources
• Ensure that appropriate bookkeeping and accounting practices are followed in the implementation of all development activities
• Approve expenditure within the authority delegated by the VNC and administer the funds of the organisation according to the approved budget while monitoring monthly cash-flows
E] Communication and Risk Minimization Responsibilities
The CDPM will be expected to:
• Communicate frequently and regularly with stakeholders to keep them informed of SC’s work
• Establish strong, cooperative and collaborative relationships with community groups, funding partners, politicians, and other organisations to help achieve SC goals
• Identify and evaluate risks to SC beneficiaries, staff, management, volunteers, property, finances, goodwill and public image, and implement measures to minimise risk
• Ensure that staff understand the terms, conditions and limitations of the insurance coverage
F] Reporting and Meeting Requirements
• This position reports to the VNC
• Lead weekly meetings with development management staff
• This position has 5 direct reports to it. These are the two Community Organisation Project Managers, one Community Agriculture Project Manager, one Community Healthcare Project Manager and one Community Safe Water Team Leader.
• The position has an indirect report from the Volunteer Supporter
Requirements for Prospective Candidates
The CDPM should possess
• A masters or bachelors degree in community development or related fields, or equivalent work experience.
• Minimum three years experience in the non-profit sector and prior experience in middle level management
• Experience in financial management, planning and reporting
• Knowledge of non-profit/voluntary organisations, human resources, monitoring and evaluation, and project management
• Excellent organization and community Management and Leadership skills, with strong interpersonal and people management skills
• Strong, effective communication, and the ability to initiate processes and make decisions.
• A broad knowledge of current community challenges and opportunities relating to SC’s mission and focus.
• Flexibility, versatility and tolerance in a complex and ever-changing work environment
• Strong commitment to SC’s ethical and business standards in order to ensure that their own behavior and those of others is consistent with SC values
• Strong English proficiency along with a working knowledge of internet and email use
