Country Disaster Risk Reduction and Governance Specialist (DRRGS) at Plan International _ Deadline: 15-Jul-2011

Plan is an international humanitarian child-centred community development organization, without religious, political or government affiliation and is one of the oldest and largest international development agencies in the world working in 66 countries. Plan started its operations in Cambodia in 2002 and is committed to improving the lives of poor children, their families and communities. Plan is going to implement the new five-year Country Strategic Plan from July 1, 2010 to June 30, 2015 and is looking for qualified candidates for the following positions: Country Disaster Risk Reduction and Governance Specialist (DRRGS)

Based at the Country Office, the Disaster Risk Reduction and Governance Specialist will develop Plan Cambodia’s programmes that mainstream disaster risk reduction and governance at planning, monitoring and evaluation in integration with other cross-cutting issues and in line with Child-Centred Community Development (CCCD) approach. S/he will provide technical support to Plan’s programme staff and Plan’s partners to ensure the programme implementation delivers desirable quality results.

Outputs and deliverables

  • Plan Cambodia’s programme effectively include and address the DRR and governance issues at various levels as key mainstreaming aspects
  • Documentation of Lessons leant based on field experience and share lessons learnt within Plan and outside Plan on DRR and governance aspects
  • Internal and external reports confirming that the development, implementation, monitoring, and evaluation of plans for recovery and risk reduction are within the norms of Plan’s national and international policies, strategies and standards
  • Advocacy and networking at national level for good governance components in line of advocacy strategy and CSP commitments
  • Integrate planning, monitoring and evaluation for the DRR and governance mainstreaming
  • Integrated strategy of DRR and governance mainstreaming with other Plan Cambodia programmes developed.
  • Monitoring mechanisms and tools based on donors requirements developed and all related field staff have been oriented to use the tools.
  • Regular field visits conducted as planned and reports documented.

Program Implementations
  • On-job technical coaching to programme staff and partners.
  • DRR projects identified and expenditures occurred as schedules through sufficient supports from the programme teams.
  • Project outlines reviewed and comments documented based on Plan Cambodia PPM requirements.
Networking, advocacy and institutional learning

  • Establish and maintain Plan Cambodia’s good representation in in-country DRR network and working group
  • Establish and maintain Plan Cambodia’s representation in regional DRR and governance network & working group
  • Align Plan Cambodia’s programmes with DRR and governance mainstreaming in line with global/regional/country principles, policies and guidelines
  • DRR and governance advocacy agenda pursued and yielded visible result annually.
Qualifications and Experience
  • Experience of implementing disaster recovery, rehabilitation and risk reduction programme
  • Experience in implementing good governance programme at community and government structure
  • At least 2-year experience of working in “disaster /high risk” environment
  • Ability to prioritise and implement a complex and varied workload, often with tight deadlines and effective management of budgets.

Develop Plan Cambodia’s programme mainstreaming governance aspects at planning, implementation, monitoring and evaluation in integration with other cross-cutting issues and in line of CCCD (Child Center Community Development) approach.

As an international child-centred development organisation, the Country DRR and Governance Specialist will commit to the wellbeing of children and to support the Convention of the Rights of the Child and will not tolerate child abuse.

What does the job holder plan?
• Design and development of programmes (concept note and proposals) through mainstreaming DRR (disaster Risk Reduction) and governance aspects at various levels in line of CSP commitments and NO’s requirements
• Monitoring, evaluation and reporting of effective mainstreaming of DRR and governance components in all programmes
• Technical capacity building of the programme teams including partners for technical soundness on DRR and governance mainstreaming
• Leading Plan Cambodia on DRR and governance related advocacy and networking aspects

• Annual planning, monitoring & evaluation of DRR and governance mainstreaming developed
• Integrated strategy of DRR and governance mainstreaming with other Plan Cambodia programs developed.
• Monitoring mechanisms and tools based on donors requirements developed and all field related staff have been oriented to use the tools.
• Regular field visits conducted as planned and reports documented.
• Regular updated program progress & the issues that occurred at the implementation level to line Manager in order to get support and solutions.

Program Implementations:

• On the job technical coaching to programme staff and Partners.
• DRR projects identified and expenditures occurred as schedules through sufficient supports from the programme teams.
• Project outlines reviewed & comments documented based Plan Cambodia PPM requirements.

Networking, Advocacy & Institutional Learning, Team Meeting:

• Established & maintained Plan Cambodia’s good representation in in-Country DRR network & working group.
• Established & maintained Plan Cambodia’s representation in Regional DRR and governance network & working group.
• Aligned Plan Cambodia Program with DRR and governance mainstreaming in line with Global/Regional/Country principles, policies & guidelines.
• DRR and Governance Advocacy Agenda pursued and yielded visible result annually.
• Established, facilitated institutional leaning among Program Support Team and PU Technical Teams on DRR and Governance related good experiences and provoke discussion, lead & encourage integration of DRR and governance aspects with other Plan Cambodia programs.

Child Protection Deliverable Outputs:

• Mainstream child protection into program design and implementation

Other tasks assigned by Program Support Manager are performed.

• Design, Coordinate the implementation of Project Outlines based on a coherent and standard guidelines
• Coordination and Networking for DRR and governance mainstreaming at the commune, district and provincial level
• Provision technical supports, ensure Plan’ s Global/Regional/Country DRR and governance mainstreaming principles, policies & guidelines adhering.

• Supportive supervision to PU based Programme team and line management of CO based Project Officers (if recruited in future)
