Economic Analysis and Operations Support Division, Economics and Research Department

Job Purpose:
EREA serves a critical interface between ADB's operations and development research and contributes to enhancing the relevance, responsiveness, and quality of ADB operations. In close collaboration with two other divisions in ERD, EREA provides the following areas of services: (i) conducting high quality research on development issues in Asia and the Pacific, diagnostics of critical development constraints at the regional, country, and sector levels, and analytical work on project economic analysis and impact evaluation methodologies; (ii) working with country and project teams to strengthen the economic analysis that underpins the ADB's country partnership strategies (CPS) and the design of projects and programs; and (iii) developing and conducting staff learning programs to raise the awareness of and encourage the consistent application of economic principles and methods in operations. The position is to lead the division in carrying out all of its activities.

Expected Outcomes:
a. Leadership and Strategic Management
- Lead, establish and cascade the division's vision, goals, strategic priorities and key result areas in support of ADB's and departmental goals and in compliance with ADB policies.
- Lead the planning, implementation and supervision of work plans as well as monitor and ensure the quality of outputs and the achievement of long term goals and annual targets for the division.
- Lead a team of highly-motivated economists working in diverse areas of development research and diagnostics at the regional, country, and sector levels; operations support for strengthening economic analysis underpinning CPS papers, programs, and projects; and delivery of learning programs in economic analysis.
- Provide leadership in professional and operational matters, taking the lead in contributing new and innovative approaches to policy and operational issues.

b. External Relations and Coordination
- Represent ERD and ADB externally for policy discussions and consultations with regional governments, research institutes, and other development agencies.

c. Internal Relations
- Pursue team building actively and strengthen staff competency in the division, and promote effective partnerships within ERD, and with other departments and offices.
- Represent ERD in Management decision meetings on ADB policies, strategies and operations proposals, and in interdepartmental task forces on topics relevant to ERD.

d. Division Operations Management
- Lead the effective day-to-day operations and provide guidance on research issues and ADB policies.
- Support the Chief Economist in developing and implementing the ERD's medium term work programs.
- Inform and provide recommendations to the Chief Economist of significant developments, emerging opportunities and challenges in area of responsibility.
- Lead and facilitate effective division coordination and cooperation with other ADB departments and internal stakeholders.
- Undertake the performance management of the division, including motivation of division staff.
- Lead the planning, budgeting and monitoring the implementation of the division's annual work plans that are consistent with ERD's medium term work programs.

e. Staff Supervision
- Create and lead multidisciplinary teams and ensure the overall quality of its work.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.
Educational Requirements:

Master's Degree in Economics, Development, or related fields preferably at PhD level, or its equivalent; or University degree in Economics, Development, or related fields and at least 10 years ADB work experience

Relevant Experience And Other Requirements:
- Proven leadership skills and managerial abilities to undertake the responsibilities mentioned above at the required level;
- At least 15 years of substantive experience in economic/development research at country, sector, and/or project levels;
- Ability to conduct economic analysis at the project/program level and to design and prepare country partnership strategies;
- A good record of publications in professional journals on economics and development topics;
- International experience working in development in several countries;
- Strong analytical and strategic thinking skills, with sound judgment and decision-making capacity
- Proven competence and ability to lead and manage diverse teams of professional staff, national officers, and administrative staff;
- Excellent interpersonal skills and proven ability to confidently and effectively interact with staff, management, and external counterparts; and
- Excellent oral and written communication skills in English.
