Job Purpose:
Provide high-level advice and support to Director, Solution Delivery and Principal Director, OIST in planning, implementing, and supervising the division's vision, goals, strategies and work plan in support of overall ADB goals. Work with other divisions/ units of OIST, and other areas of ADB, to direct the implementation of projects funded under various special capital expenditure and maintenance and enhancement programs to provide information systems that support ADB's core business activities, deliver a knowledge management framework, institutionalize the partnership between ADB operations and information technology (IT), and develop IT services that are secure and reliable. Ensure the quality of work and the achievement of the objectives of the division. Support external and internal relations and coordination and consultation initiatives for the department. Provide strategic guidance and oversight on day-to-day operational issues and compliance with ADB policies.

Work within a broad concept and framework to define own scope of objectives and activities, applying a high level of autonomy in selecting appropriate methods and approaches.

Expected Outcomes:
a. Leadership and Strategic Management
- Provide guidance and assistance in establishing and cascading the division's vision, goals, development strategies and key result areas (KRAs) in support of ADB's and OIST's goals, and in compliance with ADB policies.
- Lead the planning, implementation and supervision of work plans as well as monitor the quality of output and the achievement of long term goals and annual objectives for the division.
- Provide leadership in professional and operational matters, taking the lead in contributing new or innovative approaches to policy and operational issues.

b. Implementation of Special Capital Expenditures and Other Projects
- Work with other OIST Divisions and Units, to plan and coordinate development of ICT projects, including those funded under special capital expenditure and other budgets.
- Facilitate the achievement of business benefits.
- Work with other areas of OIST, to design and implement program and project management methodologies, including performance monitoring.
- Supervise the development of ADB-wide communication, change management and training processes to support the effective implementation of projects..
- Oversee specific project implementation activities in the areas of taxonomy, business process redesign, change management, organization structure, outsourcing and governance.
- Work with OIST Management team, resolve operational issues and conflicts across projects, and seek resolution of strategic and policy issues with Principal Director, OIST and the IT Committee.
- Ensure the monitoring and review of project and budgets and prepare periodic progress reports to Principal Director, OIST, and the IT Committee.

c. Division Operations Management
- Provide guidance on the effective day-to-day operations, operational issues, and ADB policies.
- Update and provide recommendations to Director, Solution Delivery and Principal Director, OIST on significant developments and emerging opportunities and challenges in the area of responsibility.
- Facilitate effective coordination and cooperation with other ADB departments and internal stakeholders.
- Assist in undertaking the performance management of the division, including motivation of division staff.
- Manage budget and resource allocation for the division.

d. Knowledge Sharing
- Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.

e. Staff Supervision
- Create and lead multi-disciplinary teams and ensure the overall quality of its work.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Educational Requirements:
Master's degree in Information Technology, Software engineering, Computer Science, Engineering, or related fields or equivalent; or University degree in Information Technology, Software Engineering, Computer Science, Engineering, or related fields and at least 10 years ADB work experience. Qualifications in Project Management and/ or other related disciplines would be an advantage.

Relevant Experience And Other Requirements:
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 15 years of relevant experience and demonstrated technical competence in the management of large scale projects, project planning, monitoring techniques and methodologies.
- Competence and experience in handling negotiations and ability to build, lead, and deal effectively with large teams and different levels of highly qualified international, national, and administrative staff, consultants, contractors, and other external counterparts.
- Familiarity with the operations, policies and procedures of multilateral development and financing institutions, lending and technical assistance operations, and outsourcing of IT services will be preferred.
- Knowledge and experience in a variety of platforms. Preferably in Oracle ERP, Websphere, FileNet, Cognos, and Lotus Notes.
- Proven organizational, management, and leadership qualities.
- Excellent oral and written communication skills in English.
- International experience working in several countries.
