The concept of climate change in Cambodia is still limitedly viewed as an environmental aspect rather than one with broader social economic implications that affect the overall development. Its long term nature and scientific complexities challenge the understanding of and ability to respond and adapt to it; therefore, it is an urgent need to build up effective advocacy and public awareness efforts to demystify climate change concept. UNDP has been working on the production of the Cambodian Human Development Report (CHDR) on Climate Change and is now on its finalizing stage. The CHDR, conceived as an advocacy tool, contains in-depth and trustworthy information about climate change in Cambodia based on independent analysis and representing a broad range of views, experiences and concerns. To ensure that CHDR is widely disseminated and its key messages and recommendations are well presented to its intended audiences, a multi-media dissemination and communication strategy has been devised. The strategy indentifies a series of associated products and platforms to communicate meaningfully the complexities of Climate Change and to put people at the centre of attention in thinking through the challenges and opportunities associated with climate change. Cambodian government officials, development partners, research and academic institution, NGOs and civil society groups, media representative and youth groups are indentified as the primary audiences of the CHDR. To help disseminate the key messages reflected in the CHDR and appeal to the audiences several communication materials linked to the publication are being developed. One of them is the organization of photo exhibitions in Phnom Penh and three other provinces. Siem Riep, Kompong Som and Prey Veng. A professional photographer was recruited by UNDP in January 2010 to capture with images the range of topics and issues relevant to the CHDR. To date about 250 stills taken across Cambodia are available of which some will be used in the Report itself. This strategy proposes to exhibit a selection of the best 100 images for a period of two weeks and use the opening of the exhibition to also launch and present the Report before key representatives of the audience groups identified here. The exhibition will essentially take visitors through the different sections and chapters of the CHDR with striking images, captions and text panels. To organize the four exhibitions, UNDP is looking for an experienced individual that will design and carry out all the relevant tasks. | |

The CHDR is expected to be launched in mid August 2011, in which the first exhibition will be organised in Phnom Penh. Below are the key timelines for the organization of the exhibitions:
The Photo Exhibition Organiser will work under the close supervision of the Programme Analyst of UNDP Environment and Energy Unit. In addition, she or he will be working closely with the Communications Analyst of UNDP, the Communications Officer of the Cambodia Climate Change Alliance Programme and the Cambodia Human Development Report team during the assignment. The candidates will be evaluated based on the Cumulative Analysis methodology [weighted scoring method], where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: a) Responsive/acceptable application, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
