FLOW is a new fund initiated by the Dutch Foreign Ministry to strengthen the rights and opportunities for women and girls worldwide. Minister for European Affairs and International Cooperation Ben Knapen has reserved 70 million Euros for this fund.
FLOW will focus on three priorities: security (including violence against women and UN Resolution 1325), economic empowerment (with an emphasis on food security, land, water and economic rights) and political participation. In these three priorities female leadership is seen as an important instrument.
Are organis ations based in a particular country eligible for FLOW?
For instance : Afghanistan, Albania, Cambodia, Costa Rica, Croatia, Dominican Republic, Georgia, Guatemala, Haiti, Kenya, Kosovo, Madagascar, Mexico, Moldova, Mozambique, Nicaragua, Nigeria, Russia, South Africa, Ukraine, Uzbekistan and Zambia.
Organisations are eligible to apply for a FLOW grant if they satisfy the criteria set out in the policy rules. Criterion D.11 is especially important in this case, which states that an organisation applying for a grant must be based in a DAC country or will carry out the activities for which the grant is being applied in a DAC country. In addition, activities should be carried out in more than one DAC country, as specified in appendix IV (criterion D.8).
As regards the specific examples: Afghanistan, Albania, Cambodia, Costa Rica, Croatia, Dominican Republic, Georgia, Guatemala, Haiti, Kenya, Kosovo, Madagascar, Mexico, Moldova, Mozambique, Nicaragua, Nigeria, South Africa, Ukraine, Uzbekistan and Zambia are on the DAC list. Russia however is not.
