Under the overall guidance and direct supervision of the Head, Management Support Unit, the Programme Support Associate ensures effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.

The Programme Support Associate supervises one Program Assistant dealing with project financial management. The Programme Support Associate works in close collaboration with the operations, programme and project staff in the CO and UNDP HQs as required for resolving complex finance-related issues and exchange of information.

Duties and Responsibilities

Summary of Key Functions:

1. Support formulation of programme strategies and implementation of the Country Programme Action Plan
2. Support management of the CO programme
3. Provide financial management advice to the Programme Unit
4. Support implementation of resource mobilization strategy
5. Facilitation of knowledge building and knowledge sharing


1. Supports formulation of programme strategies and implementation of the Country Programme Action Plan focusing on achievement of the following results:

* Collection, analysis and presentation of background information (resources) for preparation of CCA, UNDAF, CPD, CPAP, effective application of RBM tools, establishment and monitoring of management targets (BSC).
* Presentation of background information for formulation of country programme, draft project documents, work plans, budgets, proposals on implementation arrangements.
* Support to Resource Planning Framework (RPF) exercise and preparation of expenditure target (ET) for TRAC delivery, interim and peak budget target for building-up sufficient levels of approvals in order to facilitate the timely delivery of ET; and harmonizing RPF with the target setting in BSC portal URL.

2. Provides effective support to management of the CO programme focusing on the achievement of the following results:

* Effective screening creation of proposals/ projects/award generations in Atlas by Program assistants. Regular update of ATLAS Results Tree based on inputs from programme units and management;
* Effective submission of CO financial data to commitment control
* Ensure effective and timely follow-up with headquarters for fund release and Authorized Spending Limit (ASL) establishment to the projects.
* Ensure accurate validation of budget revisions, revisions of project awards and project status, determination of unutilized funds, operational and financial closure of projects ensuring and verifying completeness of recorded data.
* Establishment of the monitoring system, control of budgetary status versus ASL and budgets delivery levels.
* Provision of guidance to the executing agencies on routine implementation of projects.
* Generation of year-end cost sharing apportionment reports and performing of fund reconciliation (i.e project funds, donors, balances, incomes and expenses) and timely preparation of general ledger journal entry (GLJEs) for adjustment and follow up with HQ
* Preparation and generation of quarterly and annually Combined Delivery Reports (CDRs) for development projects for government‘s certification.? Quarterly review of Agency Project Delivery reports (PDRs) from UNEX for projects executed by UN Agencies and take action where possible to correct errors and advise HQs accordingly
* Administer and ensure monthly and year-end closing requirements and reporting to HQ

3. Provides Financial management advisory support to the Programme Unit focusing on achievement of the following results:

* Provision of quality assurance for Nationally Implemented and UNDP Directly Implemented projects Financial Reports.
* Ensure enforcement and collection of GMS and other cost recovery charges from development projects.
* Monitor/forecast/report CO GMS earning status to management.

4. Supports resource mobilization focusing on achievement of the following results:

* Analysis of information on donors, preparation of donor’s profile.
* Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas.
* Record cost sharing and trust fund contributions, received by BoA, to the projects. Identification and creation of pending item in Atlas where the contributions are sent directly to UNDP/HQ bank account.
* Reconciliation and follow-up with UNDP/HQ on close trust funds, thematic trust funds and umbrella trust funds for revising/increasing of ASL allotments.
* Coordination with programme/finance units for unspent balances of non-core resources for fund return to donors or re-programming.

5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

* Research/develop and deliver structured training sessions on ATLAS in cooperation with Learning Manager.
* Synthesis of lessons learnt and best practices in programme finance management.
* Sound contributions to relevant knowledge networks and communities of practice.

Impact of Results

The key results have an impact on the overall performance of the Programme Unit and success in implementation of programme strategies. Accurate analysis, data entry and presentation of information ensure proper programme implementation.

Required Skills and Experience

* Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.
* 7 years of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
* Fluency in English and Khmer language.
