The Training Programme on the Equal Status and Human Rights of Women in South East Asia

The objective of the programme is to improve the practical application of international and regional standards for the promotion and protection of gender equality and human rights of women in South East Asia, which is envisaged to contribute to the empowerment of women in economic, legal and political spheres in the region. The programme will involve participants representing different sectors of society, including non-governmental organisations, inter-governmental organisations, government agencies, academics, national human rights institutions, and others working with human rights of women in South East Asia.

Particular attention will be paid to regional initiatives and the current debate regarding the implementation of human rights of women in Southeast Asia. Regional in scope, the programme will offer an opportunity for participants to exchange views and ideas based on their national and regional experiences. As such, the programme aims at providing a regional forum for debate on human rights of women.

Topics which will be covered in the programme include:
  • Development of international human rights standards: legal instruments, the UN-system, regional systems, and monitoring mechanisms
  • Civil, cultural, economic, political and social rights
  • Equal rights, non-discrimination and special measures
  • Political and economic participation of women
  • The right to health and reproductive health
  • In-depth studies of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and its application in South East Asia
  • Examination of gender-discriminatory provisions in domestic laws in South East Asian countries
  • Human rights in the South East Asian context: the issue of universality and cultural relativism
  • Gender based violence
  • The rights of the girl child
  • The possibility of a South East Asian regional human rights mechanism
Instruction
The programme will take place in Bandung and Jakarta, Indonesia, 5-16 May 2008. The structure and contents of the training programme is based on the experience-based learning model, which serves to strengthen continuous learning at an individual level and practical application of knowledge at an institutional level. Focus will also be put on enhancing the participants’ institutions’ capacity to take initiatives for the promotion and protection of human rights of women. Each participant will play an active role before, during and after the programme. Candidates selected to participate in the programme may be asked to prepare an individual assignment before the start of the programme. More information concerning this assignment will be communicated after confirmation of participation.

Experts on international human rights of women, and experts on the regional context are involved as resource persons in the training programme. The methodology includes presentations on relevant topics as well as group work, case studies, study visits and peer education. Basic human rights documentation as well as a compilation on human rights of women, including specific topics relevant for South East Asia, will be provided to participants.
Participants
25 participants will be accepted to participate in the programme, which is designed primarily for representatives of NGO’s and of government agencies responsible for equality issues and researchers involved in promoting the human rights of women. Both men and women are encouraged to apply for the programme. The selection of participants will be done by RWI. All participants completing the programme with full attendance will receive a certificate.

Cost of Participation
Successful candidates will receive a scholarship from Sida covering all costs for participation in the programme, including travel, participation fee, accommodation and meals.

Successful candidates from Malaysia will have to cover their own travel costs. Successful participants from Brunei and Singapore will have to cover their own costs for participation, including all travel and subsistence costs as well as participation fee. The participation fee, amounting to US$ 3000, includes all lectures, literature and documents, as well as insurance and transportation during the programme. Please note that expenses arising prior to arrival in Bandung, e.g. visa fees or airport taxes, must be carried by the participants themselves.
