Heifer International-Cambodia (Heifer Cambodia), a non-profit and ecumenical organization, is seeking qualified Cambodian nationals to fill in the following positions: Senior Program Officer-Program Support.

NEED:

• Master’s degree from recognized university or equivalent in community development veterinary medicine, animal husbandry, agriculture, sociology or related field;
  
• At least5 years of direct experience in community development plus 3 years in a supervisory capacity;
  
• Excellent interpersonal/leadership skills with ability to work cooperatively, with a culturally diverse groups and beliefs of people and be supportive to Gender relation and sensitivity;
  
• Strong knowledge of issues associated with poverty, hunger and environment;
  
• Familiarity and experience with participatory techniques for value-based holistic and integrated approaches to rural and community development;
  
• Proficiency in English, both spoken and written.

JD:

• Provide leadership in development of program support service for country program;
  
• Supervise program support departments of Planning, Monitoring and Evaluation, Training, and
• Communication and Networking to ensure the quality of services and the impacts of program;
  
• Develop appropriate Value-Based Development advocacy strategy, documentation of project impacts, and for community development advocacy;
  
• Provide strategic supports on capacity building for program team, project partners, local NGOs and community groups to achieve desire impacts of value based holistic community development;
  
• In close collaboration with other departments, promote provisions of effective communication and networking for country program including internal and external information dissemination;
  
• Represent and network with line agencies and other development organizations in country for provisions of Heifer’s development approaches, training, technical services, and sharing of best practices;
  
• Coordinate with A/SP-HQ program team to ensure good cooperation and stewardship of Heifer’s policies/procedures with high accountability standard;
  
• Assist Country Director in development and implementation of the country program strategic and investment plan;
