World Vision Cambodia (WVC) is a Christian relief and development organization committed to working with poor communities, focused on children, to transform lives and Cambodian society through sustainable development. We are seeking for a qualified Cambodian to fill the position of Project Manager for Economic Development Project (EDP), based in Phnom Penh in Food and Water Security Program.
  • To provide overall leadership, planning and management to Economic Development Project.
  • To ensure that standards of representation, project design quality, implementation, management, monitoring and reporting are such that World Vision Cambodia is seen as a partner of choice for Support Offices (SOs) and Donor Agencies in the Food and Water Security sectors.
  • To provide the technical support to the institutional development and implementation to ensure sound and safe management system of Food Security Technical Unit, Food and Water Security Program.
  • To develop and lead a team of competent Cambodian staff, to be able to provide excellent leadership and management in their own areas.


  • Must understand and agree on WV’s mission, purpose, core value, procedures, objectives and other policies.
  • Must be willing to live and work in the project target area, having knowledge of the target area would be preferred.
  • Completion secondary school and at least three years community development experience.
  • Three to five years of professional experiences in the area of policy development, training curriculum design, capacity building of Community Based Organizations (CBOs) and income generation.
  • Previous experience in project design, implementation, monitoring, evaluation and report writing.
  • Good interpersonal, communications skills and cross-cultural sensitivity.
  • Effective in written and oral communication, good spoken and writing English language skills.
  • Previous experience of supervising staff and/ or evidence of leadership and capacity building skills, strong demonstrated group building and good team work.
  • Previous experience in advocacy and networking in an advantage.
  • Computer literate in MS Word, Excel spreads sheet, power point, e-mail and Internet in an advantage.


  • Project design: Complete (and revise when necessary) project designs and proposals, which would includes project design, planning, implementation, monitoring, evaluation and reporting.
  • Planning: Draft the project’s annual plan of action, annual budget and Mid-Year review budget, and Revise them as required.
  • Funding: Assist in the preparation of proposals to major donors, when necessary. Ensure the project has adequate funding resources.
  • Implementation: Manage the implementation of the project activities, principally by managing and supervising the key project staff.
  • Monitoring (operations): Continually monitor implementation of the project to ensure that the project system and staffs are working to achieve the project goals and objectives and that the project is maintaining World Vision and donors accountability standards. Ensure all grant requirements are adhered to.
  • Monitoring (financial): Approve project expenditures and contracts up to US$1000. Monitor and evaluate budgeted and actual expenditures, cash count, in cooperation with Food & Water
  • Security finance on a monthly basis.
  • Evaluation: Assist in the implementation of the project evaluations and audits. Take a remedial action against the recommendations, in cooperation with project staff and FWS program Unit.
  • Reporting: Prepare quarterly, annual, and interim/end of reports as required by World Vision, government donors, and other interested bodies. Compile professional and high quality management reports for major donors in a timely manner, meeting donor-reporting requirements. Ensure that all reports are highly accurate, comprehensive, well documented, and will ensure the credibility of the project. Prepared project information and articles as required.
  • Donor Relations: Undertake arrangements for visits from donors, government, National Office management and other partners, including briefing on project information and activities. Provides Khmer/English interpretation during the visits.
  • Devotions: Attend and participate in daily and weekly Christian devotional meetings, annual staff retreats, the annual Day of Prayer, and other similar activities.
  • Training and Staff capacity Building: Coordinates project staff training and development opportunities, on-the-job training and mentoring model of implementation, and complete annual
  • Performance and Development appraisals for all project staff.
    Shared leadership: Participate in Food and Water Security Management Team meeting.
  • Coordination: Coordinate in design and development of training curriculum manuals for effectively delivery of training to the field staff. Work closely with Peace and Justice, HIV/ AIDS and VFC programs for developing Income Generation concept for training to the beneficiaries and partners. Cooperate with Food Security Technical team to compile lesson learn and search for new discovered in term of cooperative, small enterprise and income generation.
  • Assist Senior Program Manager for other required and requested.
