Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Division of Technology, Industry and Economics (DTIE) works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. This post is located in UNEP/DTIE at the Paris duty station. Under the direct supervision of the Chief, Energy Branch and under the overall supervision of the Director, Division of Technology, Industry and Economics, the incumbent: 1. Plans, organizes and supervises the work of the Renewable Energy and Finance Unit: a) Directly oversees the day-to-day activities of unit staff; b) Ensures timely execution of UNEP commitments; c) Identifies needs for regular staff and temporary expertise, participates in the preparation of workplans and progress reports, oversees the quality of progress/substantive reports; d) Reviews ToRs and ensures effective supervision of consultants and contractors; e) Substantively clears Memorandums of Understandings (MoUs), and ensures accurate and implementable terms of reference for consultants and contractors; ensures quality of outputs; f) Holds regular meetings with staff and assistants in order to monitor the progress made and respond to emerging issues; g) Establishes and maintains an effective and inspiring work environment within the Unit. 2. Develops UNEP’s work programme on clean energy commercialization and investment and its approach to engagement with the broad range of industry actors and finance institutions in the sustainable energy sector: a) Monitors industry trends and identifies areas where UNEP could accelerate a shift by industry and the financial sector in clean energy market development; b) Helps manage the Sustainable Energy Finance Initiative and its various activities focused on building the clean energy finance community; c) Identifies sources of funding for the programme; builds relationships with donors; prepares project proposals for consideration by funders. 3. Plans, organizes and supervises the implementation of demonstration and capacity building projects on clean energy finance and investment, with partners in different regions of the world. Projects will include: a) End-user finance programmes, whereby UNEP supports local banks to set up and manage new lending portfolios of clean energy technologies; b) Enterprise development programmes, whereby UNEP helps local partners develop capacity and financial tools for working with the clean energy Small Medium Enterprise (SME) sector; c) Carbon finance programmes, whereby UNEP works with local project developers and supporting institutions to prepare the Clean Development Mechanism (CDM) projects for approval and implementation. The focus of this work is on next-generation CDM projects, for example in the areas of forestry and transport. 4. Supports the Branch Chief in planning and implementing broad Energy Branch strategy and to optimize the interactions and synergies between the two Branch units and other staff within DTIE.

QUALIFICATIONS
Education
Advanced university degree in finance or economics, environmental management or engineering, or a first university degree in one of these areas with a relevant combination of professional and academic qualifications.
Work Experience
Minimum seven years of work experience in the specific programme area associated with the post, including on sustainable energy technologies, development finance and private sector engagement, of which some should be at the international level.

Languages
English and French are the working languages of the United Nations secretariat. For this position, fluency in written and spoken English is required. Working knowledge of French is an advantage.
Other Skills
Proven ability to obtain financial support from donors for projects and programmes. Ability to translate new concepts into operational programmes.
