Marie Stopes Cambodia (MSC), Marie Stopes International Myanmar (MSIM) and Marie Stopes International Vietnam (MSIVN) work to provide a safe and innovative approach to Sexual Reproductive Health with services related to a range of issues including HIV/AIDS and Family Planning in Cambodia, Myanmar and Vietnam.
Under the financial support from the European Union, a SRH/VCT integration project is being implemented in the three countries. The implementation is coming to a mid-term. To assess outputs in regards to service provision, service quality, and targets, the implementation needs to be evaluated.
The main purpose of the evaluation is to conduct a mid-term review of the project implementation by measuring achievements to date against project indicators. The review will also be involved with key external stakeholders such as clients, outreach workers, service providers and partners including government and NGOs who will provide their inputs into the review. We are now looking for a consultant for this evaluation assignment.
NEED:
- A degree from an internationally recognized tertiary institution in public health, social sciences and other relevant professional.
- A minimum of 5 year experiences in project/program evaluation, especially in the field of HIV/AIDS.
- Experience in providing consultancy in developing countries.
- Experience in design of project/program (sampling, data collection and analysis etc.)
- Excellent command of the English language (written and verbal)
JD:
- With support from the Regional Project Manger (RPM), the consultant will work with technical teams in the three countries:
- To assess successful integration of the VCT into Marie Stopes clinics in the three countries.
- To measure achievement progress of the project implementation based on indicators set in the logical framework.
- To identify best practice and lessons learned from all individual programmes and from collective operations to date.
- To identify challenges and constrains encountered during the implementation.
- To make recommendations to help with the successful implementation for the rest of project life.
Expectations of Outputs
- A manual/paper on Evaluation Design/Framework in which methods and methodology are clearly defined and submitted to Regional Task Force through RPM.
- An Evaluation Report in which findings from the evaluation are clearly written and recommendations are made accordingly.
