HIV/AIDS Coordination Committee of NGOs (HACC) is a strong network of HIV/AIDS NGOs with the capacity to build strategic partnerships with key players for efficient, effective and sustainable response to the HIV/AIDS epidemic and its impact in Cambodia.
  • Degree in one of the following disciplines: Bachelor or Master of Business Administration, accountancy , public health, or management
  • At least 5 years of professional experience in the area of administrative and financial management
  • Experience in human resource management an advantage & Strong organizational development skills
  • Preparation, implementation and review of financial procedures
  • Fluent in oral and written English and Khmer language
  • Ability to work independently, creatively and under pressure
  • Strong interpersonal skills and a good communicator
  • Computer literate in MS Word, Excel, Power Point, E-mail and Internet


  • Prepare the HACC annual budget and check financial budgets expenditure for existing projects and new project proposals
  • Responsible for supervising all financial functions of HACC, including the budgeting process, accounting, budget monitoring, financial reporting, grant administration and financial commentaries
  • Ensures regular liaison with donors, government and any other funding agencies on HACC financial matters
  • Prepare and keep up-to-date the HACC financial manual in accordance with HACC financial procedures and ensure adherence to the finance policies by all budget holders and transparency and clarity in financial procedures
  • Ensure administration and documentation meets requirements of donors and members
  • Review and develop HACC administrative policies and procedures, and make recommendations to the Secretary General
  • Review and update the HACC Staff Personnel Manual, and the HACC Administrative Procedures Manual
  • Manage the communication and information needs of the HACC
