We are currently seeking a Tsunami Program Implementation Officer for the Department of International Services, Business Solutions unit in Washington D.C. Sh/e will provides quality assurance and compliance support to TRP programs and activities. Program Implementation Officer reports to Senior Director of Tsunami Recovery Program.
SUMMARY:
The American Red Cross Tsunami Recovery Program (TRP) has been established to direct the organization’s response to the South Asia Tsunami disaster. The Tsunami Recovery Program activities will focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. The American Red Cross (ARC) seeks a Program Implementation Officer to provide support TRP programs including TRP headquarters and field offices to ensure quality control and operational compliance with corporate policies and procedures. The Program Implementation Officer reports to the Director of Operations, Tsunami Recovery Program.
RESPONSIBILITIES:
The overall responsibility of the position is to ensure compliance with donor intent and various corporate policies and procedures. Specific responsibilities include: Conducting reviews of operations and internal processes with TRP staff (delegates and local staff)at field offices on quarterly basis; Participating in field operational assessments and assisting field with identifying gaps/needs in existing policies and procedures; Providing guidance to TRP staff on operational issues, and interpreting/ implementing corporate policies and procedures; Identifying and preparing reports with recommendations for addressing operational needs, compliance issues, and business impediments; Conducting trainings where needed on corporate policies for TRP headquarter and field staff; Reviewing and evaluating pre-award due diligence reports and providing recommendations to senior management; Collecting and tracking project data in various areas of risks, and conducting quarterly review of projects with appropriate staff from TRP, Finance, Contracts & Grants, Office of General Counsel and Risk Management with focus on compliance; Maintaining files with appropriate documentation (including meeting notes) presented to the TRP Oversight Committee; In close collaboration with TRP Finance Manager, planning and coordinating audit at headquarters and field offices including pre-audit self-assessments;Coordinating corrective action plan as a follow up to the audit results; and Performing related duties as assigned including supervising one to two staff.
QUALIFICATIONS:
Bachelor's degree in finance, business management or related field is required; a Master's degree is preferred. Must have a minimum of seven years experience in international relief or related field that includes experience in operations, program, and budget management; and a minimum of three years supervisory experience. Must possess a strong understanding of field operations and business practices. Familiarity with contracting and procurement processes highly desirable. Instructor experience and excellent interpersonal skills required. Knowledge of the American Red Cross and the International Red Cross/Red Crescent Movement extremely helpful. Solid project management experience with a proven track record of successful teamwork needed. Experience in Asia and Africa preferred. Excellent verbal and written communication skills required. The position requires up to 25% travel to field delegations.
