Creative Associates, a dynamic and fast-growing, Washington, DC-based professional services firm specializing in international development in the areas of education and political transitions, seeks qualified candidates for Sr. Community Development Specialist for a Provincial Roads Project in Afghanistan. The overall goal of the project is to rebuild and/or rehabilitate roads in South and East Afghanistan to stimulate trade and employment, allow community access to services, and ultimately to promote security and stability in the region.
The Senior Community Development Specialist will promote rural sector development designed to complement road construction activities by investing, through a major grants program, in agriculture sector development; processing, marketing, and transport; urban public services; water and sanitation; essential education and health infrastructure; communications; and banking and credit activities. Key activities include promotion of the grants program among potential grantees and ensuring capacity building, as needed, among cooperatives, associations, and NGOs to improve their grant application skills and allow them to implement plans, monitor their activities, and evaluate their results.
Requirements include: advanced degree in a field related to international development (finance, business administration, agriculture, urban planning, natural resources, etc.) and a minimum of 15 years work experience overseas; substantial field experience in community development activities; experience working on USAID-funded contracts or cooperative agreements; experience working with grantee NGOs; thorough understanding of rural economic development, essential services and infrastructure development, and institutional capacity building; regional experience highly desirable; ability to work and interact with rural beneficiary populations at the community level; ability to work in difficult conflict-prone regions; experience working in difficult conflict-prone areas; organizational acumen; excellent interpersonal skills and cultural sensitivity; excellent oral and written English communication skills.
