Creative Associates, a dynamic and fast-growing, Washington, DC-based professional services firm specializing in international development in the areas of education and political transitions, seeks qualified candidates for Chief of Party on a Provincial Roads Project in Afghanistan. The overall goal of the project is to rebuild and/or rehabilitate roads in South and East Afghanistan to stimulate trade and employment, allow community access to services, and ultimately to promote security and stability in the region.
The Chief of Party (COP) will have overall responsibility for coordinating program activities at the highest levels among a diverse group of Afghan ministries and officials, USAID personnel, partnering organizations and sub-contractors (both international and local), and security operations, including the U.S. Military. The Chief of Party ensures timely project implementation, monitoring of activities, and management of project staff and subsidiaries and has ultimate responsibility for project financial accountability and reporting to USAID.
Requirements include: advanced degree (Master’s or Ph.D.-level) in engineering, urban planning, international development, or related field and a minimum of 15 years of progressively more responsible international, donor-funded development experience; past experience managing complex rural infrastructure reconstruction and community development projects; familiarity with USAID and other international donors; at least five years of USAID project management experience preferred. Ability to supervise a culturally and professionally diverse staff and work smoothly with culturally diverse clients, including grantee organizations, Ministry personnel, USAID officials, the U.S. Military, etc.; ability to work and interact with rural beneficiary populations at the community level; ability to work in difficult conflict-prone regions; experience working in difficult conflict-prone areas; organizational acumen; excellent interpersonal skills and cultural sensitivity; excellent oral and written English communication skills.
