The American Institutes for Research (AIR) is a premier research organization specializing in education, educational assessment and other social policy issues. Headquartered in Washington, DC AIR has 1,200 staff serving in more than15 locations world-wide. AIR seeks a Chief of Party (COP) for an anticipated 5-year USAID project providing improved education for primary and secondary schools in Kyrgyzstan and Tajikistan with limited activity in Turkmenistan.
Working from Bishkek, Kyrgyzstan, the COP will be required to provide administrative and technical leadership to a large staff located in offices in the three target countries. The COP will provide the vision, leadership and management oversight for projects in addition to the supervision, administration and implementation of the contract in the field. This individual will establish and maintain systems for project operations, ensure that all contractual deadlines are met and targets are achieved, maintain working relationships with project stakeholders and partners and oversee the preparation and submission of periodic progress and financial reports. The COP will deal with partner organizations and coordinate with USAID and other donors in all aspects of project planning, monitoring and execution.
Requirements include 10 years of experience leading USAID education projects including experience leading multi-office projects; substantial experience working in countries in transition, preferably in the NIS; and ability to lead local staff as well as liaison with USAID and government officials. Russian language or local language preferred.
