Compared with most other countries in the region, Pakistan with its 160 million inhabitants has the poorest health indicators. Maternal and infant mortality are very high. Access to health care is not sufficiently secure in all places and service quality is frequently unsatisfactory. In October 2005, a severe earthquake destroyed most of the infrastructure in the northern part of Azad Jammu and Kashmir (AJK). Although the earthquake has aggravated the situation yet further, rehabilitation now offers a chance to re-structure the health system and sustainably improve the quality of services.
The overall goal of the project “Strengthening of the health system in Azad Jammu and Kashmir”, which is financed by the Federal Ministry of Economic Cooperation and Development (BMZ) is: Access to health services and service quality in AJK are improved,. The focus of the first phase is on improving institutional framework conditions for efficient and effective service delivery by the authorities under the Ministry of Health in AJK, including hospitals and nursing schools. To this end, the project supports efforts by the AJK Ministry of Health to upgrade its Planning Department into a Planning and Reform Department.
