Trace Foundation is a non-profit organization headquartered in New York City. The Foundation funds and implements initiatives related to social, cultural, economic and environmental development in Tibetan communities in the Southwest and Northwest regions of China including Qinghai Province, Sichuan Province and the Tibet Autonomous Region (TAR). The Foundation is dedicated to finding sustainable ways to meet the challenges of these unique communities while respecting traditional ways of life.

Trace Foundation seeks an individual with relevant academic training and project management experience to serve as Project Manager for our education projects and other projects in the TAR. The Project Manager will report to Trace Foundation’s Program Coordinator-Education and will work closely with the foundation’s staff and officials at partner institutions.
The Project Manager will be responsible for all aspects of project management, including, but not limited to:
  • Coordinate the planning, implementation, monitoring and evaluation of new and ongoing education-related projects in Nagchu Prefecture;
  • Ensure that appropriate monitoring of progress has taken place following agreed upon means of verification of indicators
  • Contribute to the development and appraisal of new projects in cooperation with the Program Coordinator – Education
  • Under the supervision of the Program Coordinator
  • Education act as liaison to local counterparts with following duties:o Negotiate the detailed framework for cooperation on project activities, including securing local financial and in-kind contribution to project activities o Work with local authorities and counterparts and providing both on site and off site support to achieve common project objectiveso Develop project agreements with local counterpartso Coach local counterparts in preparing proposals for external grants using Trace Foundation templates
  • Manage financial and administrative aspects of the projects, including budget management
  • Write relevant narrative and financial reports using reporting formats approved by Trace Foundation
  • Oversee implementation of contracts for specific project activities and grants
  • Manage of local project staff with following duties:
  • Direct and support staff to enable them to effectively perform their duties, including supervision of technical service quality, work-planning and problem-solving
  • Provide assistance with professional development of staff;
  • Manage personnel issues related to recruiting, hiring, adequacy of job descriptions, individual task planning, monthly reporting and performance assessment
  • Cooperate with HQ’s and other field offices on different aspects of the overall Foundation work
  • Participate in foundation-wide activities related to education

In order to accomplish these goals, the Project Manager must have:

  • A graduate degree in the field of education, development, anthropology or other related discipline;• A minimum of five years of previous hands-on experience implementing projects in developing countries (preferably in China);
  • High motivation and desire to work in collaboration with local communities;
  • Experience and expertise in one or more of the following fields: curriculum development, bi-lingual education, vocational education, management training income generation, micro credit;• Spoken and written proficiency in English;
  • A commitment to and understanding of Tibetan culture;
  • An understanding of and commitment to a community-based, culturally sensitive, collaborative approach to project implementation;
  • Experience in designing and implementing projects in close cooperation with local partners, including experience negotiating successful cooperative funding of projects;
  • Experience using participatory methods and/or field research methods;
  • Management experience, including ability to manage multi-cultural staff and work under stressful conditions;
  • Strong computer skills (Microsoft Word & Excel)
  • Good communication and reporting skills; and
  • Ability to analyze achievements against project objectives

In addition he/she should also have:

  • Direct experience with specific community-based approaches to project implementation, experience working in Tibetan areas of China strongly preferred;• Knowledge of Chinese and/or Tibetan preferred;
  • Flexible, politically and culturally sensitive;
  • Gender awareness; and
  • Willingness and ability to be based in rural area and travel extensively under difficult conditions in remote, high-altitude environment.
