I. Location Description:
Right To Play’s Country Office is based in Kampala, Uganda and Right To Play currently implements activities in 7 locations throughout the country including:• Soroti District• Katakwi District• Kampala• Imvepi Refugee Settlement• Rhino Refugee Settlement• Oruchinga Refugee Settlement• Nakivale Refugee Settlement
Some of the project locations are in small urban centers and rural communities so the Capacity Builder will be required to adapt to a variety of environments ranging from urban to remote where access to amenities is limited.
II. Job Summary:
The Capacity Builder will contribute to supporting Right To Play initiatives in Uganda working in close cooperation with the Project Coordinators, Supervisors, Coach Trainers and Head Coaches as well as the Program Manager based in Kampala. The Capacity Builder will participate in a numberof activities, including but not limited to: maintaining partnerships through regular updates, communication and interaction; project administration; and monitoring and evaluation of activities.
The Capacity Builder will strongly support the Supervisors, Coach Trainers, Head Coaches and Project Coordinators with the implementation and facilitation of Right To Play curriculum workshops such as Live Safe Play Safe and Red Ball Child Play.
III. Phase of Project Implementation and Focus of Activities:
Right To Play began operations in Uganda in 2001 in Nakivale and Oruchinga Refugee Settlements. Following this, Right To Play established operations in Imvepi and Rhino Refugee Settlements, as well as Kampala city in 2002. Lastly, Right To Play established operations in Soroti and Katakwi Districts in 2005.
Since Right To Play has been operational in Nakivale, Oruchinga, Imvepi and Rhino Refugee Settlements starting 2001, the communities residing in the settlements have assumed full ownership of activities. Right To Play has 6 Supervisors who support the communities with the overallmanagement of activities which includes: organizing trainings, procuring supplies and equipment and reporting activities to the Right To Play Country Office in the settlements. Support to these locations will be minimal and will be assessed in July 2007.
The Kampala, Soroti and Katakwi project locations will require greater support as initiatives are currently focused on capacity building of the Project Supervisors, Coach Trainers, Head Coaches and Project Coordinators. Specifically, activities include: training, implementation of sport and play activities, monitoring partnerships, refining monitoring and evaluation practices to meet partner and project needs, and report writing. The Capacity Builder will support the Supervisors, CoachTrainers, Head Coaches and Project Coordinators with the aforementioned activities. The specific details of each responsibility in relation to these activities are outlined below.
IV. Responsibilities:
Responsibility #1:

  • Project Administration (30%)
  • Support the Supervisor with equipment/infrastructure management training, maintenance and distribution so he/she can report progress to the Project Coordinator
  • Adhere to monthly narrative reporting guidelines and submit to Right To Play Program Manager
  • Produce project reports on a quarterly basis; provide bi-annual updates of lessons learned and best practices to the Program Manager
  • In collaboration with the Project Coordinator, submit monthly financial reports and cash flow projections to Program Manager
  • Support the Project Coordinator to ensure: the implementation of Memorandum of Understanding and agreements with local representation of Government, UN Agencies and Partner Organizations
  • Support the Project Coordinator to ensure partners are in compliance with Code of Conduct and Child Protection Policy

Responsibility #2:

  • Adult Education and Workshop Facilitation (30%)
  • In collaboration with the Project Coordinator, assess training needs in the project locations with input from project staff, partners and stakeholders. The Capacity Builder will then submit documented requests for additional training capacity to the Program Manager as necessary
  • Support the Coach Trainer with delivering Right To Play curriculum training for Coaches
  • Support the Coach Trainer with the development of training evaluation reports for the Supervisor
  • Support the Supervisor with delivering training in event planning to the Head Coaches

Responsibility #3:

  • Networking and Partnership Building (20%)
  • Attend regular meetings as necessary with partners, including District Officials to update them on project progress

Responsibility #4:

  • Coordination and/or Monitoring of Regular Physical Activity (20%)
  • Support the Head Coach in ensuring the children, youth and community is involved in and informed of Right To Play activities
  • Support the Supervisors as necessary with monitoring and evaluation training preparation tasks
  • Support the Head Coach with the development of quantitative and qualitative reports on activities and events to the Supervisor

V. Qualifications

A) Education/Training/Certification• University Degree in International Development, Adult Education or related discipline

B) Competencies/Personal Attributes• Ability to work under pressure meeting deadlines in a fast paced fluid environment• Superior organizational skills and ability to multi-task on a constant basis• Problem solving skills• Approachable and friendly personality• Excellent interpersonal communication skills to build rapport with partner organizations, Trainers, Coaches and Volunteers• Effective cross-cultural communication skills• Ability to exhibit a high level of diplomacy

C) Experience• Previous experience in curriculum development• Previous experience building effective partnerships and working in collaboration with nongovernmentalorganizations, UN agencies, community-based organizations, government• Overseas experience in a developing country context, preferably with a non-governmental organization• Experience in administrative work such as report writing and financial management• Significant experience in workshop facilitation, adult education• Monitoring and evaluation experience• Experience leading or knowledge of educational play activities for children

D) Knowledge and Technical Skills• Experience with MS Word and Excel• Knowledge of non-formal, participatory education methods and techniques• Knowledge of child development and education systems
