International Child Support (ICS) is a Dutch development organisation committed to realising a safe and enabling environment in which all children – regardless of their nationality, religion, colour, gender or political creed - realise their rights to be protected, be educated and be healthy and are enabled to act as responsible members of society. Our main objective is to realise lasting improvements in the lives of vulnerable children and their communities through child rights programmes and projects. ICS works in Africa and Asia through her regional offices based in Kenya (Nairobi) and in Thailand (Sri Sa Ket) and currently operates in 7 countries. ICS implements her civic driven child development programmes and child protection programmes through her programme offices in Kenya, Tanzania, Ghana (to be set up), Cambodia, Lao, Thailand, Vietnam (to be set up) as well as through partner organisations in Ethiopia, Kenya, Uganda and the Philippines. ICS is lead agency of ‘Change for Children”, a partnership of five Dutch NGOs’ that received a grant from the Netherlands government for the period 2007-10.
NEED:
- Certified Public Accountant-CPA II;
- Few years experience in administration and finance;
- Demonstrated ability in supervision;
- Experience in managing donor funds.Strong working knowledge of computer programs: Microsoft Word, Excel, accounting software (QuickBooks), payroll software, etc.
JD:
Responsible for all financial transactions and proper control of finances
- Ensure all payments have proper supporting documents and arithmetic accuracy (invoices, local purchasing order, delivery notes and quotations);
- Ensure Programme Coordinator‘s approval and signature for all payments;
- Monitor payments versus budgets for the budgeted, actual and variance on monthly basis and inform the Regional Controller and Programme Office Coordinator of over/under spending;
- Educate the programme staff on how to interpret the budgets and financial statements;
- Write cheques and ensure they are signed in accordance with the bank mandate;
- Monitoring of local partners, supporting their financial skills and enable them to work according the ICS instructions;
- Following up on advances taken and ensure the procedures are followed up;
- Updating of cash book and other vote heads/accounts on daily basis;
- Prepare monthly and quarterly cash projections to enable smooth cash flow during implementation;
- Provide input for quarterly financial reports to be prepared by ICS Regional Finance Controller;
Responsible for liaising with Banks with which ICS deals to determine proper flow of transfers, monthly bank reconciliations and any other issues arising
- Liaise with Nairobi office for smooth transfer of funds;
- Liaise with banks in relation to confirmation of payments, bank charges all other issues concerning bank transfers;
- Make monthly bank reconciliations.
Responsible for issues arising from ICS Personnel, which relate to salary payments, leave (sick/maternity/annual), insurance, contracts and pension.
- Liaise with NSSF, NHIF and other government offices, on registration of new staff;
- Liaise with AA on issues of leave taken by staff members;
- Preparation of payroll.Responsible for expenses allocation
- Allocation of expenses to specific projects. In particular for Project expenses;
- Carry out random expenses checks of procurement prices.
