Oxfam Hong Kong (OHK) is a member of Oxfam International and an independent development and relief agency based in HK. It works with poor people regardless of race, sex, religion or politics in their struggle against poverty, distress and suffering. OHK has worked in Vietnam since 1988. It has the following vacancy in its Vietnam Office.

VIETNAM COUNTRY PROGRAMME MANAGER(Stationed in Vietnam on a two-year contract basis)

OHK is seeking a Manager to lead a committed, professional team of local and international staff and consolidate our programme in Vietnam. Our goal is to create sustainable solutions to poverty in Vietnam. We are working on livelihoods, pro-poor markets and disaster management among rural communities/ethnic minorities in remote and mountainous areas. OHK works through government, international and local non-government organizations, and other partners.

The Manager will have overall responsibility to carry through with the new strategic direction of the Vietnam programme. They will be responsible for programme representation, the design and implementation of high-quality, gender equitable and rights-based development and humanitarian programme, partnership development and capacity-buildign, resource management and institutional fundraising, and administration and programme support.

Necessary Qualifications

• Extensive professional field experience in development work encompassing experience and engagements with local and international NGOs, bilateral and other development organizations, government agencies.
• Demonstrated ability to manage in a period of organizational change;
• Proven skills in leading and developing a strong cross-cultural team, including strong communication skills and sensitivity to local cultural and political context • Excellent analytical, writing and organizational skills
• Fluent written and spoken English• Financial and personnel management skills
• A personal commitment to OHK’s principles, including gender equity and participation
• Ability to work independently with little supervision
• The health and personal situation necessary to travel extensively under often difficult conditions to remote areas of the country as well as within the region
• Computer literate

Preferred Qualifications

• Ability to speak and read Vietnamese
• Extensive work experience in Vietnam or the Southeast Asia regionTerms and Conditions.

This Hanoi-based position is offered on a two-year contract, preferably to start as soon as possible.
