UNDP is seeking to fill the following vacancy for the UNDP/GEF-supported project "Enabling Activities for the Preparation of the Kingdom of Cambodia's Second National Communication to the UNFCCC" which is based at the Ministry of Environment, the Project Executing Agency.
The GHG inventory Advisor will work in close collaboration with the National Team Leader of the GHG inventory Thematic Working Group (TWG-1) and its members to ensure the successful production of the following expected outputs.

The GHG inventory Advisor will work in close collaboration with the National Team Leader of the GHG inventory Thematic Working Group (TWG-1) and its members to ensure the successful production of the following expected outputs.
1-JD:
- Training materials on GHG inventory;
- A national inventory of anthropogenic emissions by sources and removals by sinks for CO CH4 and NO and, conditional on data availability, for HFC5, PFC5, SF6, CO2, N2O, NMVOC5, and SOx;
- Technical appendices to the inventory, discussing inventory procedures, methodologies and levels of uncertainty;
- Increased national ability to conduct a GHG inventory, including strengthened human, technical and institutional capacity;
- Recommendations on the development of national and regional emission factors and activity data;
- Recommendations on the improvement and strengthening of national data collection and management for future GHG inventories;
- Identification of gaps in the applicability of the Revised 1996 IPCC Guidelines, for National GHG inventories to the Cambodian national circumstances. In addition, the Advisor shall prepare and submit an end-of-contract report to the NPC for approval.
2-Need:
- An advanced university degree, preferably Ph.D., in the fields of environment, energy, natural resource management or other field relevant to the objective of the consultancy;
- At least 3 years of strong professional working experience in climate change related fields, particularly in conducting GHG inventory;
- Extensive experience in conducting trainings for non-Annex 1 countries;
- Good record working with national institutions/stakeholders, particularly in the field of climate change;
- Fluency in English,, knowledge of Khmer and French is a plus.
