Administration & Finance Officer
As a key member of New Humanity (NH) Cambodia Management Team, the Administration & Finance Officer will be in charge of overseeing the accounting and administration for NH projects.
She/he will be based in Mondolkiri office. The position requires the ability to work autonomously as well as a high standard of accuracy and accountability.
She/he will also work in close collaboration with other members of management team (Cambodian and foreigners), in particular with staff members of the finance unit. She/he will report directly to the Finance Manager and Administrator.
By complying herself/himself with NH vision, mission and policies, she/he will contribute to achieve the organization goals and objectives.
Key Responsibilities:
Overall responsibility
- Assist the Administrator of New Humanity in the implementation of an effective and quality administration system in order to ensure a smooth running of the organization
- Assist the Finance Manager of New Humanity in any other reasonable tasks as requested
- Take minutes and write reports of NH meetings, evaluations and seminar
- Arrange internal workshop, trainings, seminars or evaluation meetings, including venue and means of transport booking when necessary
- Making travel and lodging arrangements for international or national guests as well as for NH staff in the framework of their missions
- Establish and implement all necessary administration procedures, definition and application of internal rules for materials and equipment use (motorbikes, camera, computers, etc)
- Ensure that all staff members follow the NH administrative procedures
- Ensure NH activities and procedures are in compliance with donor and Government requirements (including Labor Law)
- Assist the Program/Project Managers in securing appropriate quotations
- Assist the Program/Project Managers in the purchasing procedure when needed
- Managing personnel files and keep record of staffs' leave
- Posting job announcement, collecting application, organizing interview, checking reference, staff orientation
- Assist the management staff member in the capacity building process by providing them with all necessary information related to local training provision and by establishing with them a yearly training plan for the field and management staff
- Ensure the implementation and respect of Human Resources management practices and policies established by NH.
- Translating/typing letters or other documents in Khmer and English
- Assisting NH coordination and management staff in making appointments, telephone and e-mail contacts
- Answering the telephone with discretion and receiving visitors
- Organizing and maintaining the NH Office Filing System for correspondence, reports and all other necessary documentation
- Ensure that all IT equipment are fully operational, i.e. computers, Internet, network, phone lines, etc
- Maintaining office stationery supply and keeping inventory
- Ensure NH financial policies and procedures are properly followed and complied with donor procedure
- Managing all payment/advance/cash reconciliation for project/activities based on monthly funds requested and approval from Head Office
- Translate invoices from Khmer language to English language
- Control that payments have been properly approved and authorized by Finance Manager (or appropriate supervisor) according to NH or donor procurement policies.
- Prepare documents for financial assessments as required by NH.
- Records of daily expenditures and check that all payment vouchers in project are completed according to NH standard/ (with a special attention to codification and supporting documents).
- Ensure collection of all accounting documentation and prepare financial report following donor requirements on a timely and a regular basis.
- Check that daily expenditures are reasonably fair and based on the market prices
- Provide good financial services and be able to deal the issues of finance task smoothly with all staff especially donor.
- Prepare monthly cash reconciliation and petty cash count sheet
- Carry out any other related tasks as agreed with the Finance Manager and/or Administrator.
- Assist NH management staff about daily expenditures and accounting matters.
- Cambodian National
- Bachelor degree in Accounting/Finance
- A minimum of 2 years of experience in relevant field, preferably in an NGO environment.
- Experience with computer software – Ms. Word, Excel, Power Point & QuickBooks
- Experience in financial management with NGO (preferred)
- Experience in prepare financial report with multiple currency
- Good interpersonal skills/honestly
- Ability to work independently and/or as part of a team
- Excellent organizational and time management skills required to meet deadlines.
- Willing to travel extensively in the program’s targeted areas.
- Fluent English language knowledge is essential.
- Gross Monthly Salary: USD 400 to USD 420 (Based on Qualifications and Experience)

- Full time position with an initial 3-month probation contract
- Full time position with a 1-year contract after completion of probation period
- Starting date: June-July 2016
