Good Neighbors Cambodia is implementing long term integrated projects focusing on sponsorship, education, health, water & sanitation, income generation & partnership building in some provinces of Cambodia and we are expanding more projects to other provinces to meet our rapid growth. Job Summary: A technical Officer manages technical processes and teams along with using his/her technical skills to provide the necessary environment for project success for Health and WASH sector in 9 Community Development Programs (CDP). He/she provides technical support to Community Development Project (CDP) staffs in learning through Assessment, Design, Monitoring, Evaluation and reflection processes towards achieving quality in health and WASH sector and alignment with GNC’s plan.

Technical Officer for Health and WASH
(TOHW) based in head office, Phnom Penh (Re-announcement)

Job Summary: A technical Officer manages technical processes and teams along with using his/her technical skills to provide the necessary environment for project success for Health and WASH sector in 9 Community Development Programs (CDP). He/she provides technical support to Community Development Project (CDP) staffs in learning through Assessment, Design, Monitoring, Evaluation and reflection processes towards achieving quality in health and WASH sector and alignment with GNC’s plan.
Responsibilities:
- To lead in health/WASG research of new Community Development Project (CDP) using Participatory Appraisal Process (PAP) and others tools.
- To develop and review Health/WASH Project Planning Workbook (PPW) and Project Proposal Form (PPF) as a result from PAP research for new design/re-design CDPs and particular research.
- To lead/advise technically on logical-framework development, Detail Implementation Plan (DIP),
- To ensure that project designs are aligned with sector strategic plans, adequate technical quality and all interventions are supportive of empowering transformational development that is sustainable.
- To develop common sector indicators, tools and process for CDP support.
- To provide technical, training, workshop and reflection on health/WASH to facilitators/Coordinators/Managers including adoption of common standards, tools and process input on innovative practices.
- To strongly participate in developing grant proposal and other fund raising process.
- To support other technical staffs and Operation Department Manager to coordinate and/or facilitate practitioner networks or sector working groups and documenting key lessons.
- To participate in developing Monitoring and Evaluation management system and follow up the practice.
- To develop basket of option and health/WASH strategy to align with Asia Regional Office’s (ARO).
- To conduct monitoring and evaluation for Health/WASH sector to ensure that CDPs carry out as per plan, tools and process.
- To support ODM to monitor Health/WASH sector Strategy using monitoring and evaluation information from the CDPs.
- To support ODM in networking and Health/WASH at national and regional levels.
- Other tasks assigned by the line manager.
- University degree in health Science/Technique Medical is essential or related field
- Minimum 3 years of field/sectoral/appropriate professional experience
- Health/WASH Technical communication skills
- Sound experience in project design, implementation, monitoring, evaluation, and report writing.
- Previous experience in advocacy and networking on Health/WASH is an advantage.
- Competent in spoken and written English communication.
- Computer literate; Microsoft Word and Excel.
- Willingness to travel and stay overnight at project sites.
