Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap.  We are looking for qualified candidates for the positions below.

Recruitment Manager (This position is fixed-term contract, based in Phnom Penh)

S/he will responsible to manage all recruitment and selections of entire PSE, they include: full time, part time and consultant/subcontract and volunteers to ensure recruitment and contracting follow PSE policies and procedures and Cambodia laws.  Also, this position will manage all recruitments and contract managements in PSE. S/he will manage one HR officer.

Description/purpose:
S/he will responsible to manage all recruitment and slections of entire PSE, they include: full time, part time and consultant/subcontract and volunterrs to ensure recruitment and contracting follow PSE policies and procedures and Cambodia laws.
Dimension/Scope of job
This position will manage all recruitments and contract management in PSE Also, s/he will manage one HR officer
Main Responsibilities:

1.    Recruiment and selection:
Manage recruitment to ensure approved workforce plan and budget are respected
Provide/hire requested staff to ensure qualified staff and timely on board
Ensure selection follow PSE policies and procedures

2.    Contract Management:
Prepare all contracts for new staff (full or part times staff, consultant/subcontract and volunteers) to ensure they are legal and follow PSE’s contract templates and Cambodia laws
Prepare all contracts for extension and transfer (full or part times staff, consultant/subcontract and volunteers) to ensure they are legal and follow PSE’s contract templates and Cambodia laws

3.    Turn over management:
Prepare quarterly and annual staff turn over analysis report and provide suggestion to HR Director for further action
Support HR Director to meeting with staff who resign and alter to HR Director if there is any suspicious case


Problem Solving:
Work with established policies and procedures, but required an ability to interpret those policies and provide advices to directors on recruitment policy
Communications:
This position will communicate to both internal and external clients to do his/her job. S/he will communicate to all staff, directors of PSE and also,other NGOs and recruitment agencies
Knowledge, Skills and
Attitudes:
  • University degree in HR Management or relevant field
  • Five years experience in recruitment and sourcing
  • Strong communication skill
  • High level of English, French is an advantage.
  • Dedicate to children education and protection
  • Good team player
