Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap.  We are looking for qualified candidates for the positions below.

HR&OD Manager (This position is fixed-term contract, based in Phnom Penh)

S/he will responsible to manage some key functions of human resources, they include: performance management, training &development and talent management to ensure talented/great performers are recognised, retrained, trained, and promoted in accordance to PSE policies and procedures. This position will manage a total of annual training budget about 50-70K for staff. Also, s/he will work directly with all directors of in PSE on performance, training &development and talent management matters.

Description/purpose:
S/he will responsible to manage some key functions of human  resources, they include: performance management,  training &development and talent management to ensure talented/great performers are recognised, retrained, trained, and promoted in accordance to PSE policies and procedures.
Dimension/Scope of job
This position will manage a total of annual training budget about 50-70K staff. Also, s/he will work directly with all directors of in PSE.
Main Responsibilities:

1.    Performance Management:
Coordinate with all staff and line managers/directors to ensure performance plan, mid-term review and appraisal are managed with quality and followed the performance cycles and its timeframe.
Facilitate and provide documents to directors for calibration sessions
Prepare performance results/report for reflection in director meeting and recognition high performers.
Ensure all new staff have probation plan and evaluate after three months.

2.    Training and Development:
Coordinate with directors to prepare annual training plan and seek approval from General Directors and monitor it after approval to ensure traing plan and budget are respected.
Coordinate and/or facilitate all training and integrations for PSE.
Prepare all training and integration reports for HR Directors and properly file and update in training records

3.    Talent Management:
Maintain and update the list of talent pool in PSE and monitor the career development plans for the candidates in the pool.
Manage interlink between talent management, high performance individuals and training programs to supply qualified leaders and managers when orginsation needs

4.    Staff meeting and annual senimar::
Coordinate with HR Team and other departments to ensure any staff meeting and annual staff seminar are organised and  received positive feeback from staff.


Problem Solving:
Work with established policies and procedures, but required an ability to interpret those policies and provide advices to directors on training, performance and talent managements.
Communications:
This position will communicate to both internal and external clients to do his/her job. S/he will communicate to all staff, directors of PSE and also, training institutions and consultants.
Knowledge, Skills and
Attitudes:
  • University degree in development/social work or relevant field
  • Five years and strong experience in HR and OD
  • High level of English, French is an advantage.
  • Dedicate to children education and protection
  • Good team player
