Over the past 60 years or so, human/national development discourse has been transformed dramatically. From the marginalized economic theory, neoliberalism because the mainstream economic theory in US academy, then being famously associated with the economic policies introduced in United Kingdom and the United States during the 1980s. Since 1990s, neoliberalism became global development goal through technical assistance and development projects funded mainly by international development assistance. This has occurred largely through the intensification of globalization and recent regionalization, especially in the context of the ASEAN integration within Southeast Asia. The question is whether the quest for economic growth and development is the final goal for human/national development? And where is Cambodia within this context and question? What is the current thinking about development in Cambodia?

COURSE OBJECTIVES:
The workshop is to familiarize and equip social workers, educators and media commentators with:
Current debate on development discourse & strategy
  1. Current state of Cambodia development
  2. Tools & intellectual standard for (development) analysis
  3. The role of public education
COURSE CONTENT:
  1. What is Cambodian development vision: Past, Present and Future?
  2. What are the strategies and resources to achieve the vision?
  3. How they are implemented?
  4. Where are we now?
  5. What's next? The role of social worker and educator.
TRAINER’S PROFILE

Leang UN was educated in Cambodia, the Philippines and the Netherlands. Before earning a PhD in Social and Behavioural Science from the University of Amsterdam, the Netherlands, he was a lecturer at Royal University of Phnom Penh and working part-time with civil society travelling across Cambodia. Upon his return, he served as a director of graduate program in education at Royal University of Phnom Penh and technical adviser to Action Aid, Cambodia and World Bank project on higher education. In 2013, he was appointed as deputy director of the higher education department, MoEYS, and chief of the Innovative and Development Grants, Higher Education Quality and Capacity Improvement Project (HEQCIP), co-funded by the Royal Government of Cambodia and the World Bank.

Currently, he is appointed a Deputy Director General, Directorate General of Policy and Planning, MoEYS. In addition to his administrative and technical role at the ministry, his research interests and publications focus on (comparative) education policy and its contribution to (national) development. He used to be a research fellow and visiting scholar at Mekerere University, Uganda and Northern Illinois University, USA and an off-residential senior research fellow at the Center for Khmer Studies. Since 2000s, he has been travelling extensively across the globe, not only take part in policy making process and project intervention program, but also in his academic capacity. Currently, he is a principle researcher at Education Research Council, MoEYS and a board member of Comparative Education Society of Asia. He is also an adjunct professor at Pannasastra University of Cambodia, focusing on the current trend of (higher) education. As an education practitioner and free-land consultant, he involves in providing advice to universities on curriculum reforms and development as well as assessment and pedagogy and short course related to education and development.
