Job Announcement

Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 37 countries in the world. Good Neighbors Cambodia is implementing long term integrated projects focusing on sponsorship, education, health, water & sanitation, income generation & partnership building in some provinces of Cambodia; and we are expanding more projects to other provinces to meet our rapid growth. We are seeking more qualified candidates to join our dynamic team for the following position:

Admin & Logistic Officer (1 position based in head office, Phnom Penh)

Responsibilities:
  • Ensure that appropriate administrative procedures are maintained and carried out effectively and efficiently in compliance with GNC regulations.
  • Maintain staffs leave records and administering leave approval requests.
  • Manage and control monthly attendance record of all staff.
  • Liaison with NGOs, government agencies, and other public sector agencies as appropriate.
  • Develop and maintain an appropriate filing system to include all essential relevant documentation to ensure accurate tracking and documentation for audit purposes.
  • Asset and equipment management – ensure that new purchases and equipment are recorded onto the assets and equipment lists in a timely manner.
  • Monitor and update assets and equipment list of HO and all CDPs.
  • Supervise vehicle fleet, including monitoring of monthly fuel usage, repairs and maintenance.
  • Ensure the timely renewal of all documents on the vehicle including insurance and any others as deemed appropriate
  • Maintain record for the vehicle use & maintenance, & submit appropriate reports to AD manager
  • Ensure all office supply requirements are in adequate supply, stored appropriately & well managed.
  • Manage office in systems, and keep compound office for security and safety, arranging house rental contract agreement, insurance staff accident.
  • Ensure that appropriate procurement procedures are maintained and carried out effectively and efficiently in compliance with GNC regulations.
  • Provide day-to-day procurement services including the drafting of quotation requests, purchase requests, tender and contract documents.
  • Assist in the production of an annual procurement plan, project proposal budgets and reports of procurement support as directed.
  • Implementation all activities in accordance with the procurement plan.
  • Review of policy and procedures, providing recommendations for amendments reflecting good business practice and enhancing procurement support to Admin Departments.
  • Be the first point of contact for all internal contacts regarding problems that arise because of procurement activities, either providing effective solutions to those problems with a minimum of disruption.
  • Maintain an awareness of the organization technical procedures and new innovations that would enhance the support to Administration Departments.
  • Prepare supplies and services contract for any regularly purchased items
  • Arrange customs clearance, bills of loading and other formalities for incoming goods
  • Work and deal with custom hose and CDC for imported items with tax exemption
  • Prepare for coordination meetings, planning sessions, workshops and seminars either related to logistics or as directed.
Requirement
  1. Bachelor degree in Management or Equivalent with 3 year-experience in NGO
  2. Knowledge and experience of admin, procurement and logistic
  3. Fluency in English and Computer skill (Ms. word, Excel, PPT)
  4. Excellent organizational and communication skills
  5. Honest and trustworthy, hard-working and willing to learn
