The Asian Productivity Organization (APO), a regional intergovernmental organization, has been serving its 20 member countries in the Asia-Pacific since 1961 by supporting productivity improvement to enhance socioeconomic development.

The APO Secretariat based in Tokyo, Japan is currently seeking qualified, highly-motivated candidates for the position of Information Technology Officer.

Candidates must be a national of an APO member country, and enjoy working with various nationalities from different cultural backgrounds. Retirement age at APO is 60 years. Experience in working with an international organization, a public-sector organization and/or a multinational corporation would be an advantage.

General Duties:
Under the direction and supervision of the Director, Administration & Finance Department, manage and implement strategic projects related to information and technology systems to support the mission of the organization and manage the development and acquisition of new technologies and tools to improve the operations and services of the Secretariat.

Specific Duties:
  1. Develop, recommend, and implement new information technology strategies, policies, and procedures to strengthen the IT capability of the organization, such as self-e-learning platforms, customer relationship management (CRM), collaborative platforms, information databases, and administrative process systems by evaluating organizational needs, conducting user requirement studies, identifying problems, evaluating the latest trends, analyzing new solutions, and overseeing system implementation;
  2. Manage network and system administration for all software, hardware, applications, systems, and databases to ensure the effectiveness, efficiency, and security of the information technology system, including conducting user training;
  3. Work closely with cross-functional and multicultural teams to identify needs and requirements and manage projects through the entire project lifecycle, including project schedules, risk management, and communication with stakeholders;
  4. Serve as a bridge between users and external service providers and vendors in the procurement of technology systems including related software and hardware, contractual services, and other vendor interactions related to portal operations and maintenance;
  5. Ensure the application and observance of the IT security policy of the Secretariat and guide users in following it;
  6. Maintain up-to-date records of and documents on IT-related matters, including system and user manuals, network, office equipment, and licenses as guided by accounting principles for audit purposes and document system enhancements, modifications, and upgrades;
  7. Compile and manage the annual IT support and CRM budgets;
  8. Supervise the work of General Service support staff; and
  9. Perform other duties that may be assigned by the Director or Secretary-General.

Qualifications and Experience:
  1. A minimum of 5 years of systems development and implementation with administrative/supervisory experience in management or technological development in the government, public/private corporation, training institute, or institution of higher learning;
  2. A Bachelor’s degree in computer science, management information systems, communications, software engineering, database systems, or related fields from a reputable college or university, or a Master’s degree in the above fields which may be an advantage; 
  3. Demonstrated ability to manage strategic projects and develop corporate IT operating systems and applications, with experience in implementing/administering enterprise-level database software and productivity tools such as enterprise resource planning, CRM, e-business systems, etc.;
  4. Sufficient knowledge of and experience in the administration of Windows Active Directory, Windows Servers (2003/2008), Windows Exchange (2007), Windows operating systems (Windows 7), and Microsoft Office (2010) in addition to knowledge of computer hardware and software and experience in the provision of desktop user technical support as well as procurement, budget management, inventory and asset management of IT equipment, and informational risk management; and
  5. High level of proficiency in both written and spoken English with effective communication and presentation skills, with proficiency in Japanese a strong advantage.

Terms/Conditions:
Fixed-term appointment for two years, renewable at the end of the term based on performance and upon mutual consent. Other conditions are determined by the Staff Regulations and Rules of the APO.

Workplace:
1-24-1 Hongo, Bunkyo-ku, Tokyo 113-0033, Japan

Holidays:
Saturdays, Sundays, and Japanese national holidays.
