TECHNICAL COORDINATOR for a project on “Sexual and Reproductive Health”
in Kampong Speu province (2010-2016).
The Doula
Technical Coordinator manages a team of 6 Sexual and Reproductive
Health counsellors and 100 village based doulas (community volunteers) promoting safe delivery.
S/he collaborates closely
with local authorities and public health staffs.
The following qualifications/skills are necessary:
- Project Management and leadership skills
- Knowledge and significant experience in counselling
- Knowledge of Sexual & Reproductive Health and Gender
- Excellent communication skills (listening, facilitating, training)
- Experience in community mobilization
- Critical thinking ability and spirit of initiative
- Flexibility and ability to work autonomously and under pressure
- Excellent command of English language (reading, writing and speaking)
Additional
attributes are: ability/willingness to ride a motorbike in remote areas

Job Descriptions for Doula Technical Coordinator
I. Overall responsibilities:
This is a key project position, requiring leadership skills, a high level
of understanding of the project and intervention strategy and a sound
experience in counselling. The Doula Technical Coordinator ensures project field
activities are implemented in an efficient and effective manner to reach the
project objectives, under the direct supervision of the SRH Prevention
Coordinator.
II. Specific Responsibilities:
Activities’ management
- Within the framework of the project work plan, responsible for leading the planning, organisation and implementation of the day to day doulas activities in order to reach the expected results.Work with the local community to support local networks, facilitate local participation and promote access to public health services.3. Liaise with the local authorities, and promote the importance of the role of the village-based doulas in their community.4. Explore possible solutions for the sustainability of village-based doulas position within the community5. Continue lobbying the authorities of the previous E&D rural project in Kompong Pisey ; maintain regular contact with the 15 Doulas of the previous E&D rural project and organise exchange of practices with Doulas of the SRH project areas when appropriate and in agreement with the line manager.6. Collaborate with E&D midwives to design and conduct interpersonal communication skills training for public health staffs raising their awareness on emotional support needs of pregnant women.7. Initiate and facilitate collaboration meetings and workshop between doulas and midwives.8. Contribute to the development of IEC materials9. Support the setup and organization of community interest groups in a structured manner in collaboration with the Doula Field Coordinator.10. Support the organization of HCMC meetings involving existing community groups.11. Set up sustainable communication networks between community groups and public health system and establish Doulas (and other Groups) into community based organizations.12. Support the design, implementation and institutionalization of a Community Scorecard for improved social accountability of the public health system13. Regular follow-up on activity planning to ensure resources are in place (infrastructure, staff, logistics) to be able to undertake each activity14. Ensure that deadlines are respected and that activities are fully implemented15. Evaluate activities on a periodic basis and anticipate potential constraints in order that effective management decisions can be made16. Ensure all activities are properly documented; decisions or critical events noted and lessons learnt discussed with those involved and shared at the project coordination level

Team management
- Supervise the Senior Doula team based in different field
offices
- Organize regular team meetings in order to plan,
monitor the activities and share results, difficulties and information
- Provide support to the different team members
according to their needs in their field of intervention
- Promote good collaboration and communication between
the different staff members
- Participate in the identification of training needs,
curriculum development and identification of appropriate trainers
- Participate in the staff evaluations
- Manages daily team issues (planning, leave,
conflicts, etc…)
General management
- Prepare Fund Requisitions for the doulas team based on the needs they
shared.
- Ensure the smooth running of the operational issues (admin, logistics
requirements) through good collaboration with the PM Assistant and
logisticians.
Monitoring and evaluation of the activities
- Participate in the development and the use of monitoring tools for doulas
activities
- Organise quality data collection with the staff. Verifies data
accuracy where required.
- Reports monthly (and on adhoc basis, as required) to the SRH
prevention coordinator
- Records meeting minutes when necessary
- Write other reports (special activity, workshop, etc…) when requested
by their line manager
Internal Coordination
- Communicate regularly with direct line manager about all aspects of
the project
- Participate in coordination meetings on a regular basis as requested
by line manager and/or PM
- Ensure excellent communication with the project partner (SSC) staff
and coordinate the planning of all common activities
- Communicate regularly with the project health team
External Coordination
- Liaise and maintain good relationships with local
authorities and key persons of the area at village /commune / district
levels/public health operational level and organises regular and relevant
meetings with different stakeholders, including health center and health post
staff.
- Develop professional relationship, share
information, and collaborate with other NGOs in the area if pertinent and in
agreement with their line manager. Identifies relevant external factors that
would affect project activities and results. Ensures that project activities
complement other Government/NGO activities (non-political) in the area, while
communicating relevant issues/constraints to the PM in a timely manner.
