SIU Scholarships

The Norwegian Centre for International Cooperation in Higher Education (SIU) is an administrative agency under the Norwegian Ministry of Education and Research (KD), with its own Board of Directors. SIU is located in Norway's second largest city, Bergen.

SIU is a knowledge- and service organisation with the mission of promoting and facilitating cooperation, standardisation, mobility, and the overcoming of cultural barriers to communication and exchange within the realm of higher education on an international level.

The goal of the Quota Scheme is to give students from developing countries in the South, Central- and East-Europe and Central-Asia, relevant education that would also benefit their home countries when they return after graduation.

The programme also contributes to strengthen Norwegian institutions of higher education's participation in global knowledge cooperation.

The Norwegian government provides scholarships for students from developing countries in the South and countries of Central- and East-Europe and Central-Asia under the Quota Scheme. The overall objective of the Quota Scheme is to promote the internationalisation of higher education.

Today, the scheme provides funding for a total of 1100 students, 800 of them from developing countries in the South and 300 from Central- and East-Europe and Central-Asia.

Each year universities and university colleges in Norway are allocated a certain number of quota students. Most of the universities and university colleges in Norway offer courses and educational programmes in English. The scheme normally includes courses at the Master and Ph.D. level, in addition to certain professional degrees. In order to locate a programme eligible under the scheme, please contact the Norwegian institutions directly.

Scholarships
The Norwegian State Educational Loan Fund ( Statens Lånekasse) is responsible for managing the financial support provided for the Quota students. Each student receives the same amount of money as a Norwegian student would do in an equivalent educational programme. About 30 per cent of the amount is given as a grant and 70 per cent as a loan. However, the loan portion is waived when the student returns to his/her home country after completing the course of study. Normally, the financial support will not not exceed a time span of four years for one definite study plan, or a combination of two programmes.

Application procedures
The Norwegian Centre for International Cooperation in Higher Education (SIU) is not the admission office for prospective quota students.

Applications forms are available from the websites of the universities and university colleges. All applications should be sent directly to the International Office at the university/college to which the student applies.

Deadline
The deadline for applying for the Quota scheme is usually December 1 every year. The Letter of Admission is normally sent to the successfull candidate by April 15 every year.

Background
The UNDP Insights for Action (UNDP/IFA) Initiative was created to undertake critical and timely policy research to facilitate policy dialogue on key development issues between the Royal Government of Cambodia (RGC), Cambodian society and Cambodia’s development partners. IFA’s research focuses on accelerating progress toward Cambodia’s Millennium Development Goals (CMDGs) and human development in Cambodia.

UNDP/IFA generates innovative ideas, creative approaches and practical knowledge in support of the implementation of the RGC’s National Strategic Development Plan, 2006-2010 (NSDP). The dissemination of the main recommendations derived from this research supports an open dialogue between government and key development stakeholders and catalyzes informed debate as well as action in critical areas where breakthroughs are needed, enriching the analysis and policy making process.

UNDP/IFA has three mutually reinforcing components: knowledge generation, knowledge sharing and knowledge management. The first focuses on practical research, and the second focuses on dissemination of the results of that research through a well planned communications strategy. The third focuses on advocacy and capacity development to ensure that national counterparts and development partners (multilateral banks, donors, NGOs/CSOs and the private sector) use these results for policy and programming purposes.

The National Senior Economist will strengthen IFA’s ongoing efforts to support the development of Cambodia’s socio-economic related matter. The National Senior economist works in close collaboration with UNDP/IFA research team under general guidelines of the UNDP Senior Management, IFA Advisory Group ensuring successful implementation of UNDP/IFA Annual Work Plan, UNDP Country Programme Action Plan.

Duties and Responsibilities
The National Senior Economist performs under the direct supervision of the Senior National Project Manager in assisting UNDP Senior Management on macro-and micro- economic policy analysis and trends and relevant linkages to UNDP programs. S/he is accountable to UNDP for the timely research management, delivery and quality of research outputs and policy brief paper as agreed in the Annual Work Plan.

* Analysis of the latest socio-economic developments relevant to Cambodia, and preparation of brief policy issues papers and other relevant socio-economic reports to ensure that UNDP/IFA priorities are in line with national policies and priorities and are strategically positioned..
* Preparation of necessary correspondence to relevant Government counterpart authorities, UNDP Headquarters, implementing and executing agencies on the design, implementation and substantive results of IFA/UNDP research and other substantive initiatives.
* Develops and maintains an up-to-date user friendly socio-economic data base on Cambodia to facilitate the on demand preparation of IFA/UNDP briefings, reports, official statements, presentations, etc.

2. Managing, conducting and facilitation of top quality policy-based researches focusing on achievement of the following results:


* Effectively manage the formulation and implementation of any needed follow-up research projects and/or capacity development to help implement the policy or program implications generated by IFA.
* Coordinate and manage other selected research initiatives and research missions.
* Reviewing and improving to ensure the quality of substantive research drafts.
* Prepare field based case studies for various research initiatives and policy brief paper.
* Analyze the country’s macro-economic policies and their impact on poverty reduction, growth, equity, etc.

3. Ensure effective facilitation of knowledge sharing and management focusing on achievement of the following results:

Background
The Insights for Action (IFA) initiative was created to undertake critical and timely policy research and to facilitate policy dialogue among the Cambodian Government, Cambodian society and Cambodia’s development partners.

IFA is seeking a qualified national economist to assist and contribute to high-priority policy research initiatives and related papers, working closely with the IFA Team, more specifically on socio-economic and related policy matters.

Under the overall supervision of the Senior National Project Manager (SPM), the National Economist reviews the research project components, develop the research project resource profiles and timelines. He or she assesses the delivery issues and works with different stakeholders to build common understanding and coordination on the research activities.

The National Economist maintains a network with colleagues form UNDP, UN agencies, IFIs, Government officials, multilateral and bilateral donors and civil society.

Background
UNDP supports the Ministry of Women's Affairs of Cambodia (MoWA) in strengthening its capacity to fulfil its mandate of coordinating and monitoring gender mainstreaming into national policies, strategies and programmes. Since its establishment in 1996, the Ministry has achieved considerable success in making gender mainstreaming an increasingly prominent policy-making factor in Cambodia. MoWA has been actively involved in the formulation of the country's important policy and planning documents. It participated in the work on localizing the Millennium Development Goals (MDG) and producing Cambodia's first national MDG report, in the formulation, mid-term review and the update of the National Strategic Development Plan (NSDP) and more recently in engendering the government reform programmes in Decentralisation and Deconcentration; Public Financial Management Reform; Public Administrative Reform, and the statistical system. The Ministry presides over the Technical Working Group on Gender (TWG-G) that brings together different sectors of government, civil society and donor community on a regular basis for sharing information, building consensus around topical issues and monitoring the TWG-G Action Plan that reflects national gender mainstreaming priorities.

The UNDP-supported project Partnership for Gender Equity, II (2006-2010) aims at assisting MoWA in building knowledge and technical capacity within the government and civil society for gender mainstreaming and advocacy, and strengthening the Ministry's organizational capacity to effectively fulfill its mandate. The scope of gender mainstreaming and advocacy work is being expanded to include gender sensitive statistical system, support to aid management through a programme based approach to gender mainstreaming; addressing societal gender values through communication and advocacy and developing sustainable institutional models of skills training and business development services for women-entrepreneurs.

Duties and Responsibilities

The PGE Team currently consists of a National Project Coordinator (NPC), a National Project Director (NPD), a Chief Technical Advisor, a Finance Officer, a Technical Assistant, an Administrative Assistant, three national project officers, a driver and a number of international and national consultants recruited for various durations. The team works in close collaboration with the UNDP Senior Policy Advisor to MOWA and the UNDP Country Office's Programme Analyst on Democratic Governance.

Under the guidance and direct supervision of the National Project Director, the National Project Manager (NPM) is responsible for day-to-day management and decision making of project activities on behalf of the NPD. The Project Manager’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost. The National Project Manager is accountable to UNDP for the manner which s/he discharges the assigned functions. The UNDP Country Office's Programme Analyst on Democratic Governance provides first-line direction and supervision to the National Project Manager on behalf of UNDP. The Senior Policy Advisor and Chief Technical Advisor provides strategic advice on technical issues and quality assurance to the Manager and project.

The National Project Manager will be responsible for the following functions and duties:

A. Effective results-based management of UNDP ‘Partnership for Gender Equity’ Project, ensuring compliance with appropriate UNDP policies and procedures.

Overall project management:

* Manage the realization of project outputs through activities;
* Provide direction and guidance to project team(s)/ implementing partners;
* Liaise with the Project Board, National Project Director and the UNDP Programme Analyst to assure the overall direction and integrity of the project;
* Identify and obtain any support and advice required for the management, planning and control of the project;

Running a project

* Plan the activities of the project and monitor progress against the initial quality criteria.
* Ensuring timely mobilization and effective coordination of resources and inputs for project implementation, including recruitment of personnel and procurement of goods and services
* Liaise with the short-term or long-term international and national consultants to ensure the effective delivery of the services and outputs;
* Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures);
* Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
* Manage and monitor the project risks, submit new risks to the Project Board, Project Director and UNDP Programme Analyst for consideration and decision on possible actions if required;
* Prepare timely Project Quarterly Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to Project Director and the Programme Analyst on Democratic Governance;
* Prepare the Annual review Report, and submit the report to the Project Board;
* Based on the review, prepare the AWP for the following year, as well as Quarterly Plans if required.
* Build cooperative relation and liaison with Implementing Agency and cost-sharing donors by ensuring regular and up-to-date information/report on progress and achievements, against agreed outcome and output targets

Closing a Project

* Prepare Final Project Review Reports to be submitted to the Project Board;
* Identify follow-on actions and submit them for consideration to the Project Board;
* Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
* Prepare final CDR/FACE for signature by UNDP and the Implementing Partner.

B. Supporting aid effectiveness, donor harmonization and alignment for gender equality in close cooperation with the NPC, NPD, SPA and CTA:

* Facilitate effective liaison and relationship building with key government stakeholders
* Establish and maintain partnerships and linkages with UN and other development partners for further harmonization and alignment of donor practices in MOWA and the sector
* Ensure cross-project linkages with other relevant UNDP projects for mutually reinforcing impact
* Perform other coordinating tasks as appropriate for the successful implementation of the project in accordance with the project document

Impact of Results

The key results of the National Project Manager will contribute the success of the implementation of the approved Project Document and of the UNDP Country Programme Outcome in the area of gender mainstreaming. In particular, the key results have an impact on smooth and effective operation and planning of activities, management and monitoring of the project implementation, creation of strategic partnerships with the implementing agency and other stakeholders as well as reaching the project targets.

Background
The Creative Industries Support Programme (CISP) is a three-year programme funded by the UN-Spain Millennium Development Goal Achievement Fund. A concerted effort by the Royal Government of Cambodia and the United Nations, this Joint Program brings together the Ministry of Culture & Fine Arts (lead Ministry), the Ministry of Commerce, the Ministry of Industries, Mines & Energy and the Ministry of Agriculture, Forestry & Fisheries along with UNESCO, UNDP, ILO and FAO. Focusing on the four Northern provinces of Ratanakiri, Mondulkiri, Kampong Thom and Preah Vihear, the program aims at reviving Cambodia’s tangible and intangible cultural assets and contributing to increase local and selected creative industries’ potential for job creation, economic growth and poverty alleviation. Focused sectors for the programme are: handicrafts (for all targeted provinces), Indigenous Jar and pottery (for Ratanakiri and Mondulkiri), resin (for Mondulkiri and Preah Vihear), and tourism (for Kompong Thom).

Within the framework of the Joint Program, the four UN Agencies and their local partners rely on their various expertise in the areas of cultural preservation, trade, entrepreneurship, and marketing to contribute to livelihood improvement through the promotion of creative industries.

The Program is implemented in close collaboration with the relevant national institutions and local organizations including service providers having extensive experience working with the local communities who are the ultimate target group.

Significant efforts have been undertaken to design appropriate interventions in a complex and fragile context whereby an entrepreneurial approach needs to be carefully balanced with traditional practices in an agriculture-based economy. The creative sectors to be targeted are currently being analyzed to evaluate their economic potential as well as capacity to improve the lives of Indigenous People and empower women.

The Creative Industries Support Program is therefore an attempt to link culture and development by capitalizing on the commercial promotion of cultural products and services so as to increase capacity, employment opportunities and revenues amongst local communities with a special focus on women and Indigenous People. It has special significance for Cambodia’s indigenous minorities, and it has the potential to preserve and strengthen their tangible and intangible cultural heritages. It aims to improve the livelihood of local communities through improved local capacity, employment opportunities and commercialization of local cultural products and services.

As part of the programme support in creating market linkages and target beneficiary capacity development in the area of product promotion, the programme is supporting product promotion in relevant trade fair provincially and nationally and it is also supporting participation of local producers/traders accompanied by relevant local NGOs to the trade fairs.

Duties and Responsibilities

Selected consultant will cover scope of work from identifying relevant trade fair events at provincial and national level, formulate relevant trade fair participation plan, to facilitate support of the actual trade fair participation and evaluate impact of trade fair participation.

1. Formulate trade fair participation plan

The consultant will first identify trade fairs at both provincial and national levels that are relevant to the selected cultural products. Upon compilation of relevant trade fairs available, a detail trade fair programme (e.g. benefits, cost of participation, schedule, etc.) will be submitted to the Project Manager for approval and further proceeding.

Trade Fair programme will also recommend participation activities to ensure appropriate capacity among participants. Relevant tools will be produced to support capacity building as well.

2. Actual participation

Pre-event: the consultant will arrange pre event organisation such as: purchase trade fair space (actual fee to be reimbursed to CISP, select and invite participants (with approval from the Project Manager), procure relevant trade fair materials, conduct pre-event briefing to participants, support participants in booth arrangement (part of capacity building), etc.

3. During event:

The consultant is expected to produce support activities in a way that participants are enable to gain practical experiences and able to participate in future events with lesser supports. It is expected that the support provided will enhance participants’ capacity in a way that in the long run participants could attend relevant trade fairs on their own.

Moreover, he/she will be responsible to monitor the participation programme closely for the full events.

4. Post-event:

Since knowledge sharing is very essential for other producers/traders who do not get a chance to participate
Post event report will be submitted to the Project Manager within 5 working days after the event completed.

Scholarships at University of Groningen

The University of Groningen was awarded both the Diploma Supplement label and the ECTS label as the first and only higher education institution in the Netherlands. The labels are a ‘certification’ awarded by the European Commission to those institutions that have properly implemented these two aspects of the Bologna agenda.

The introduction of the Bologna system in higher education in Europe comprises various aspects. Issuing a Diploma Supplement and properly applying the ECTS system, including the relevant documents, are services offered to the student, plus they make an international comparison of education systems and certificates possible.

The grant is usually awarded for a maximum of 2 years for a Master’s degree programme, and a maximum of 4 years for a PhD. For PhD, part of the research should be conducted in the home country and part in Groningen .

The grant covers the tuition fees plus the costs of international travel, subsistence, books, and health insurance. Eligible candidates
In all cases candidates who are employed and supported by an institute or university in a developing country that has signed a co-operation agreement with the University of Groningen and who receive an income from that institution will be given preferential treatment.
