Responsibilities

Accountant, Site Supervisor with Chenda Polyclinic_Deadline: Aug 28, 09

Chenda Polyclinic, a standard and private clinic in Phnom Penh, is looking to hire a dynamic, experienced, and creative candidate to fill the position of
1. Site Supervisor. The incumbent will be an employee of Chenda Polyclinic and assigned to work at the U.S. Naval Medical Research Unit No. 2 (NAMRU2), located in Phnom Penh, Cambodia.

Job Description:
General
  • Maintain an on-site copy of the Chenda Polyclinic and NAMRU2-PP contract. Be familiar with all aspects of the contracts and be responsible for ensuring contract compliance

Management

  • Supervise all staff at laboratory and in the field sites as required.
  • Ensure staff follows all laboratory protocols for working procedures and maintains a professional and ethical manner in all aspects of work.
  • Ensure that staff is working to the best of their ability and is filling the service hours as required in the monthly work orders under the contract.
  • Ensure that staff is using the time log at both the beginning and end of the working day and that staff is on-time and maintaining full working hours.
  • Manage and mitigate all issues or complaints from staff regarding working procedures, co-workers etc. communicate with managing director to solve any issues and to take action as needed.
  • Monitor staff probationary periods. Provide probationary review forms to supervisors to be completed and follow up with staff to inform them of their status at the end of the period.
  • Monitor annual performance reviews. Provide forms to supervisory staff and laboratory director as needed for completion. Meet with staff to inform them of their status, progress and needs for improvement.
  • Monitor staff leave requests. Maintain annual leave schedule, holiday schedule and coordinate requests between managing director and notify staff of approval.
  • Monitor staff authorized usage of laboratory keys.

Quality Control Program

  • Develop, ensure, and maintain the Chenda quality control program for all laboratory staff which includes, but is not limited to, staff evaluations, monitoring of staff working procedures, monitoring usage of staff time cards and ensuring staff is working in accordance with laboratory hours, and assisting in establishing training programs as required for increasing skills.

Occupational Health and Safety Program

  • Maintain an on-site copy of the NAMRU2-PP occupational health and safety program. Be familiar with all aspects of the program and be responsible for ensuring compliance. Coordinate with managing director and laboratory director to complete and fulfill any needed requirements.

Communications

  • Act as liaison between Chenda Management, the laboratory directory and the COR in Jakarta to ensure procedures are adhered to and contract requirements filled.
  • Act as liaison between laboratory staff and Chenda managing director in all matters relating to all contract and human resources.
  • Receive the monthly work orders from the COR and communicate requests with managing director to recruit and hire for any new services needed. Receive all contract information and staff credentials from headquarters once staff has been hired and inform laboratory director of outcome and when staff has been hired and inform laboratory director of outcome and when personnel will be available
  • Coordinate/discuss with the laboratory director new services required or continuation of services under the contract. Relay information to the managing director.
  • Mange and investigate any complaints made by US personnel in regards to contact employees. Provide follow-up reports and take action as need to solve any issues.
  • Communicate with Chenda headquarters and laboratory director as needed.

Organization

  • Maintain and manage all personnel files on-site at the laboratory. Ensure all staff credentials are on file and updated as necessary.
  • Coordinate with Chenda secretary transfer of all documents between the laboratory and Chenda headquarters including staff credentials, leave requests, invoices, monthly reports and other documentation as needed.
  • Maintain meeting minutes for all meetings held with the managing director and the laboratory director.
  • Maintain all communication documents in regards to the contract.
  • Maintain all documents as needed in coordination and compliance with the contract.

Financing and Reporting

  • Hold petty cash and provide monthly report to the accountant at Chenda.
  • Be familiar with all contract reporting requirements and complete reports under Section J Submission of Data Requirements in the contract, including monthly submissions of the status report, emergency call roster, time logs and necessary attachments. Coordinate and work with the managing director as needed for report completion.
  • Produce and submit monthly salary, management and miscellaneous services and supplies invoices. Ensure all invoices are singed and submitted to the US Embassy and COR in accordance with the contract. Provide Chenda headquarters with all required copies for file management.
  • Produce monthly staff salary slips and sent to the managing director to sign before providing to staff. Coordinate staff list with secretary, who will be responsible for sending it to the bank for salary payment.

Job Requirements:

  • Bachelor in Business Administration, Major in Human Resource Management or equivalent. Candidates with a Master degree or higher additional qualifications are highly preferred.
  • Good command of spoken, written, and report writing in English,
  • Strong knowledge of Human Resource Management and Human Resource Development,

Country Learning and Education Advisor, Evaluation of the 3-Year Project with Plan_Deadline: Aug 24, 09

1. Country Learning and Education Advisor, CLEA (this position is for Cambodian citizen and will be based at the Plan Country Office in Phnom Penh)
The Country Learning and Education Advisor is responsible for developing the Country Education & Learning Program including the Planning, Monitoring and Evaluation framework through participatory approach. He/she will also provide technical support to Plan staff and partners to ensure coherent program implementation and to deliver quality results. CLEA is member of multidisciplinary team of advisers that is currently working on Plan Country Strategic Plan for the next 5 years. S/he will represent Plan International Cambodia in regional and/or international meetings.
2. Evaluation of the 3-Year Project Supported by Plan Sweden National Office/Sida
Plan International Cambodia and Plan Sweden National Office entered into a partnership agreement from October 2006 to December 2009 to implement projects in relation to the Plan SNO/Sida agreement. Plan Cambodia implemented two projects with local NGOs as partners. The first project is called Family Protection Network with the Project Against Domestic Violence (PADV) as partner. The second project is on National Advocacy for Child Participation with NGO Committee on the Rights of the Child (NGOCRC) as the partner. In addition to the two projects through local partners, Plan International Cambodia directly implemented one project called Capacity Building of staff, partners, and children groups in applying Human Rights based Approach to Development.
The evaluation will:

  • Cooperates with stakeholders for technical supports on sustainable agriculture, Natural Resources Management, disaster preparedness, migration issues & marketing issues.

Qualifications/Requirements

  • Formal training or relevant certificate in micro-enterprise or microfinance.

3) Community Development Coordinator - Based in Siem Reap (responsible for program in Battambang & Siem Reap)
Responsibilities

  • Develops annual training plans and associated budget plans for both provincial programs
  • Reviews existing curriculum/lessons or develops new materials for training purposes.
  • Conducts training and coaching on preparation of the village development plans (include PRA).
  • Conducts specific training and coaching based on the results of the phase out plans.
  • Conducts training and coaching on Decentralisation and Deconcentration (D&D) processes to the women leaders and Commune Council members in BS target areas.
  • Periodically evaluates training and makes adjustments accordingly.
  • Networks within specialist area with other agencies and relevant government bodies
  • Writes brief reports and follow-up plans of all training conducted.

Qualifications/Requirements

  • Tertiary qualifications relevant to Training of Trainer (TOT) and adult learning and community development/Community Organising
  • Knowledge of decentratilisation and deconcentration agendas
  • Proven experience and skills in staff development, training of trainers, curriculum development and evaluating training effectiveness
  • In-depth knowledge of community organising, particularly group facilitation and participatory tools and methodology
  • Good written and spoken English language skills.

4) Community Organization - Based in Siem Reap
Responsibilities

  • With support from the Team Leader designs monthly activity plans based on the strategic plan.
  • Implements all activities as set out in monthly plans.
  • Provides facilitation support and capacity building to Village Working Groups/Community Facilitators (VWGs/CFs) in planning processes, proposal writing, meeting facilitation, management skills and implementation of the phase out plan
  • Provides support to the VGWs/CFs on conducting Participatory Rural Appraisal in order to develop the village Development Plan (VDP).

Qualifications/Requirements

  • Proven experience and skills in community organising, particularly the use of participatory tools; group facilitation; community needs assessments, and; community planning (at least two years).
  • Experience and desire to work with Women and knowledge on Women’s situation in Cambodia’s rural context.
  • Strong facilitation and training skills
  • Training on community development is preferable
