The Ministry of Rural Development has been initiating the Tonle Sap Rural Water Supply and Sanitation Sector Project financed by the Asian Development Bank through ADB Grant: 0018-CAM. The Project will implement the rural water supply programs in Battambang, Kampong Chhnang, Kampong Thom, Pursat, and Siem Reap provinces. The project is preparing an intensified training and outreach program to build capacity of Water and Sanitation User Groups in the project target villages, and will launch village campaigns for safe water use and hygiene promotion. The project will recruit one Training & Outreach Specialist to support each of the five provincial project implementation units (PIUs) for one year to assist and coach project staff in the implementation of the training and village level campaign program.
The Training & Outreach Specialists will hold a tertiary qualification in social sciences or public health sciences, and will have demonstrated experience in water use and hygiene education for rural communities, and should be familiar with the PHAST methodology. The Terms of Reference for the assignment is available at the Project Management Unit (PMU) at the Department of Rural Water Supply, Pry Sala Village, Sangkat Kakab, Khan Dangkor, Phnom Penh.

Capacity Development for Water and Sanitation User Groups
and Village Campaigns for Safe Water Use and Hygiene Promotion
1. Launched in 2006, the Tonle Sap Rural Water Supply and Sanitation Project has been working to improve water supply and sanitation facilities in more than 900 villages in five provinces of the Tonle Sap basin: Battambang, Kampong Chhnang, Kampong Thom, Pursat and Siem Reap. The goal is to improve quality of life through sustainable use of safe water and improved sanitation facilities, which includes improved hygiene behavior. The project has established 5,330 water and sanitation user groups (WSUGs) for village-level operation and maintenance of water points—there is one WSUG for each water point. Each WSUG comprises about 20-25 families and is managed by a board of 5 members. WSUG boards are also meant to support village-level water use and hygiene education (WUHE) activities. The project is preparing an intensified training and outreach program to build capacity of WSUGs in this area, and will launch village campaigns for safe water use and hygiene promotion (see Annex 1 for training program outline). The project will recruit one Training & Outreach Specialist to support each of the five provincial project implementation units (PIUs). The Training & Outreach Specialists will assist and coach project staff in the implementation of the program.
2. One Training & Outreach Specialist will be stationed at each of the Provincial Departments of Rural Development (PDRD). The assignment will involve conducting commune-based training programs and assisting WSUGs and local authorities in managing village level campaigns. The role will require extensive local travel (often on rough rural roads) and some overnight stays in the more remote villages. The assignment is for one year. The contract will initially be for three months (August-October 2009). Based on satisfactory results, the contract will be extended to July 2010.
3. The Training & Outreach Specialists will hold a tertiary qualification in social sciences or public health sciences, and will have demonstrated experience in water use and hygiene education for rural communities, and should be familiar with the PHAST methodology. The following tasks are anticipated:
(i) Review and improve the training programs and lesson plans for community-based water use and hygiene education, applying the Ministry of Rural Development/Department of Rural Health Care's modified PHAST methods, in coordination with the project management unit's Health Education Officer and the consultant for Community Development/ Sanitation;
(ii)Provide technical assistance in preparing the information & education campaign (IEC) materials and posters for safe water use and hygiene promotion for the use of training sessions and village level campaigns;
(iii) Assist PIU management in preparing monthly training schedules and planning field action plans for commune level discussions and WSUG trainings;
(iv)Conduct the on-the-job training and demonstration sessions for PIU staff on the water use and hygiene education and training skills development;
(v) Coach the PIU training teams on commune level discussions, WSUG capacity development training, and managing the village level campaigns;
(vi)Assist PIU teams in organizing and implementing the village level general meetings for public awareness promotion, and intensive WUHE training for "model households";
(vii)Provide technical advice and assistance to WSUGs in managing the village level campaign activities, and ensure equal participation of men and women; and
(viii) Prepare a monthly report & status update to the PMU using the prescribed format.
