Seminar on Women Making Airwaves for Peace (WMAP)

Isis International, together with AMARC (World Association of Community Radio Broadcasters) Asia Pacific is set to conduct a radio seminar for women broadcasters on the role of community radio in peace building and disaster management from 3 to 7 October 2009 in Bangalore, India. Isis also encourages the participation of selected women in AMARC Asia Pacific’s 2nd Regional Community Radio Conference from 10 to 13 October 2009 also in Bangalore, India.
Women Making Airwaves for Peace (WMAP) is a five-day seminar that gathers around 30 women community radio broadcasters from the Asia Pacific region. It is a space where participants share their experiences, particularly best practices towards engendered peace building and disaster management -- enabling community radio to empower women in crisis situations.
The seminar also enhances the skills of the participants in radio production and digital audio editing. It sharpens their perspectives in engendered peace journalism, interview techniques, feminist broadcasting and more.
The seminar methodology is interactive as participants are given the opportunity to be resource persons, trainers, facilitators, producers and translators. Moreover, the participants may produce radio programmes that they can broadcast in their respective radio stations.
Who can participate
Women Community Radio Broadcasters from Asia Pacific, preferably with experience in situations of armed conflict and natural disasters (not a condition).
What is the required language skills
The seminar is conducted in English. Non-English speaking women are encouraged to apply.. Isis International will select another participant who can both converse in the same non-English language as well as in English. English-speaking participants are required to translate for their colleague.
Who can apply for scholarship
Scholarships are limited to participants from South East Asia and the Pacific subregions. Participants from the rest of Asia Pacific are welcome to attend. However, they would cover their own travel expenses, while we can grant subsidies for board and lodging.
What is expected from participants
Selected participants are expected to: - share their experiences and skills as trainers during the WMAP seminar. - mount radio productions during and after the seminar. These radio productions must be broadcast in their radio stations in the local language. - echo their learnings from the seminar with their colleagues in their radio station. - document their best practices by contributing to the publications of Isis International and helping disseminate it. - for English speaking participants, translate for other participants. - participate in the post-seminar evaluation four months after the seminar 2nd REGIONAL CONFERENCE OF AMARC ASIA PACIFIC, 10-13 October 2009, Bangalore, India

    o Develops networks and strategic alliances to positively influence economic policies that protects and serves the poor.
    o Manages cooperation agreement with World Vision National Office and ensures organizational compliance.

QUALIFICATIONS:

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Annual Developing Asia Journalism Awards

Tokyo, Japan (14 May 2009) The Asian Development Bank Institute invites journalists from developing Asia and the Pacific to submit published articles written in 2008 or 2009 in connection with the 2009 annual Developing Asia Journalism Awards (DAJA) competition.
The subject matter of the articles should be in line with one of the following four categories (see below for further guidance on these categories)
  • Poverty impact of the global financial crisis
  • Government responses to the global financial crisis
  • Infrastructure development
  • Climate change adaptation

An international panel of judges will select the 20 best articles written by journalists who will then be invited to ADBI in Tokyo for a four-day training program running from 20-23 October 2009.

The training program will provide an opportunity for participants to discuss and debate the above four issues with leading experts. There will also be practical sessions designed to help journalists prepare clear, accessible stories that help promote economic and financial literacy.

Winners of each of the four categories, as well as two special prizes for (i) best development journalist of the year; and (ii) best young development journalist of the year (under 30 years of age) will be selected from these 20 articles. Awards will be given at the conclusion of the training program. Special prizes may be given to entrants in the main award categories or to separate entries.

Submitted articles should address at least one or more of the points listed in each category below:

(1) Poverty impact of the global financial crisis
The crisis has led to a sharp slowdown in the economic growth rates of all Asian and Pacific countries. How has this affected the lives of poor people in terms of unemployment or falls in income? Many of those who have migrated overseas from developing countries or within their own countries (as in People's Republic of China, for example) are having to return home or are unable to send so much money back to their families. How is this affecting the income of the poor?

How effective are social "safety nets"—for example, the provision of unemployment pay or other cash benefits, health care, education allowances etc.,—in counteracting the new poverty? Do many people "slip through" the safety nets because they do not qualify for benefits for one reason or another (migrants especially)?

The prices of food and energy have declined from their peaks reached in 2008, which should have benefited the poor but what is the reality "on the ground"? Government subsidies for food and fuel have been reduced in some cases, so are people better or worse off now that prices have declined. How has the fall in prices of food and other commodities impacted farmers—small farmers especially?

(2) Government responses to the global financial crisis
Have governments in the region responded quickly enough to soften the blow of the global economic crisis? Have they done enough by way of providing fiscal stimulus (through national or local government budgets), and have central banks used monetary policy tools effectively, especially to help smaller businesses? How well or otherwise governments have reacted to the crisis - and what could have been done differently?

The dramatic fall in world trade as a result of the global economic crisis means that developing countries in the Asia-Pacific region are almost certainly not going to be able to rely on export markets to produce economic growth so much in the future as they did in the past. Instead, they will need to increase domestic consumption. What are the obstacles that stand in the way of doing this? Do people save (rather than spend) their money because they are afraid of sickness or unemployment, or because of the need to save for their old age? Are wages generally too low to permit greater consumption of goods after basic necessities such as food, fuel and shelter have been paid for?

(3) Infrastructure development
The Developing Asia and the Pacific region has enormous needs for basic infrastructure development in transport, energy, communications, water and sanitation etc. Many governments are planning for provision of new infrastructure facilities, or upgrading of existing ones, as part of their fiscal stimulus packages. Would infrastructure spending be able to achieve the objective of promoting domestic demand to sustain economic growth? In addition to infrastructure, or as an alternative to it, where should the money best be spent in order to achieve a proper balance between economic growth and its sustainability?

What would be the benefits of linking countries in the Asia-Pacific region closer together through cross-border infrastructure provision—for example, road, rail, air or sea links, energy pipelines, or telecommunications links?

What has the government done to encourage private sector involvement in building new infrastructure? What are the views of the private sector regarding public-private partnership scheme in your country? What more can governments do to make infrastructure investment more attractive to private investors?

(4) Climate change adaptation
Adapting to climate change is an urgent necessity for all countries and especially for those that are least developed economically, including small island states that are most vulnerable to natural disasters such as floods and droughts.

How is climate change impacting agriculture, tourism, water or food supplies? Do governments have in place policies to deal with the negative impacts of climate change? Do they have sufficient human and other resources to deal with the problem? How can donors and international organizations help?

UNDP - Asia Pacific Human Development Media Fellowship

Context and Objective
The human development approach puts people at the centre of development. It recognizes the importance of economic concerns but goes beyond them to raise issues of enlarging human capabilities and expanding people’s choices.
The objective of the Media Fellowship is to contribute to building capacity in the Asia Pacific and support policy through advocacy and dissemination of research that bring people to the centre of development debates. The Fellowship encourages media professionals from Asia Pacific developing countries to undertake media advocacy on issues of concern in the region from a human development perspective on a new theme each year.
Theme – Gender: Overcoming Political, Legal and Economic Inequality
Gender is a social construct and is experienced differently in different cultures, societies and contexts. The power imbalance that defines gender relations influences access to and control over resources, their visibility and participation in social and political affairs, and their ability to realize their fundamental rights. Therefore, the struggle for greater gender equality involves addressing unequal power and unequal voice so all people can exercise choices that lead them to a fulfilled life.
Key triggers: Three key triggers than can contribute to transformation are political, legal and economic equity, as they are fundamental in catalysing transformation in gender relations in the personal and public spheres while also having a clear potential for policy. Gender identities are in fact shaped by, and in turn can shape, political, economic, social, religious and cultural factors, and through unequal power relations, can translate into marginalization, oppression, poverty and even violence. Gender identities further define and differentiate the roles, rights, responsibilities and obligations of women and men; they draw attention to a range of biases – based on biology and social norms that define expected behaviours for women and men. Although the specific nature of social norms and values vary across space and time, they tend to favour males over females, heterosexuals over sexual minorities, in terms of access to capabilities, resources, opportunities, choices and rights that are important for the enjoyment of social, cultural, economic and political freedoms. Issues of gender based violence, culture and identities (masculinity and femininity) cut across all sub-themes.

Role of men and boys: Although gender work is largely focused on women, the role of men and the deconstruction of different forms of masculinity, fatherhood and sexuality are fundamental to an understanding of gender inequality, gender rights and asymmetric power among gender groups. The negative aspects of partially informed views about gender is now being seen in terms of ‘male backlash’ against women-dominated development projects, pointing to the need to address masculinity and the role of men and boys.

Changing mindsets - media, technology, education (universal and content):Governments and all relevant actors, including NGOs, academia, parliamentarians, local authorities, the business community, civil society, international organisations and the private sector can be instrumental in changing national and local priorities to focus on gender equality and women’s empowerment.
Political will paves the way for a change process. The commitment in respect to gender issues is expressed, for example, in legislation as well as in the programmes, policies, and plans of governments. These can target mindsets for example through gender review of textbooks and utilization of ICT tools which level the playing field among genders. Cooperation between civil society organizations and the government can contribute to the gradual change of the stereotypical perceptions on gender in culture and practices prevailing in society which limits individual and group choices and freedoms in life.

What are the factors beyond the persistence of gender inequalities in Asia Pacific? What steps can reduce gender-based inequalities in the region? What challenges should be tackled in order to create and sustain an enabling environment? What examples exist of changes in government policies which, together with alliances developed with the civil society, have translated in promoting gender equality in practice? Has political will not only introduced the gender equality dimension, acknowledging its centrality, but also taken further commitments by mainstreaming gender in various dimensions of planning? These are some of the questions that could be addressed.

The Fellowship
The award will be based on a proposal, including a draft budget. Proposals can cover different media outputs, e.g. radio programmes, short films, public service announcements, print media articles, cartoons, photo essays, etc. The Fellows should be willing to present their work at workshops, seminars and other events as may be arranged by UNDP from time to time (travel-related costs will be covered separately).

The final media product will be shared with UNDP and acknowledge UNDP’s support as follows: “This work was supported by the United Nations Development Programme under an UNDP Asia Pacific Human Development Media Fellowship. UNDP - Asia Pacific Human Development Academic Fellowship

The human development approach puts people at the centre of development. It recognizes economic drivers for change but goes beyond them to raise issues of enlarging human capabilities and expanding people’s choices.
The objective of the Academic Fellowship is to encourage young Ph.D. students from the Asia Pacifific region to analyse critical development issues from a human development perspective, contributing to development theory, applications and policies. Thus, the Fellows are expected to push the frontiers of research on human development while analyzing, through the human development lens, issues directly or indirectly related to human development. The research must focus on a well-defifined aspect of human development under the theme selected for the year and can be theoretical, applied, policy oriented, or a combination.

Theme – Climate Change and Human Development
Human development is about expanding human potential and enlarging human freedom. Climate change is a human development challenge, as it threatens to erode human freedoms and limit choice and plunge large numbers into overty and hardship.

Climate change is hampering efforts to deliver the MDG promise as it undermines international efforts to combat poverty and exacerbates already existing inequalities. Those, in turn, can result in an increase in conflict over sharing natural resources. Climate change is in fact an increasingly powerful driver of wider inequalities between and within countries, also between women and men.

Climate change can result in increased frequency of extreme weather events, flooding, storms, drought, increases in sea temperatures, and melting of glaciers, etc., which effect negatively agriculture and health/nutrition. This has negative implications on the livelihood of poor and vulnerable communities who depend largely on agriculture and natural resource management. In particular, women are affected in their roles of food producers and providers, guardians of health, and care givers. Reduced employment opportunities, for example for women working in agricultural fifields, constitute a net loss in income which leads to a loss in savings, making it even harder for households to cope with disasters.

The magnitude of this long term challenge can be assessed considering that an additional 1.8 billion people are expected to face water stress by 2080, with large areas of Central Asia, northern parts of South Asia and northern China facing a grave ecological crisis as a result of glacial retreat and changed rainfall patterns. Up to 330 million people in coastal and low-lying areas are expected to be displaced through flflooding and tropical storm activity. In the Asia Pacific region, in particular, over 70 million people in Bangladesh and 22 million people in Viet Nam could be affected by global warming-related flflooding.

What are the mechanisms through which the ecological impacts of climate change affect the poor? Are there examples of good practices to ensure climate and human security?

Have climate change and other environmental concerns been integrated in development planning in the context of environment protection elopment planning in the context of environm tion and sustainable development? What has been the effectiveness of policies introduced? What is a possible agenda to promote human development and climate security? These are some of the questions that could be addressed.

The Fellowship
The UNDP Human Development Academic Fellowship for Asia Pacific carries an award of US$ 10,000. The students will be required to submit to UNDP a copy of their fifinal approved dissertation. In addition, Fellows may be expected to present their work in workshops/seminars and other events arranged by UNDP (travelrelated costs will be covered separately).
The thesis will acknowledge UNDP’s support by saying: “The author acknowledges the financial support received from the UNDP Asia Pacific Human Development Academic Fellowship for the research.”

Selection will be based on an assessment of written proposals up to 2,500 words. A review of eligibility and assessment of the proposals submitted will be the basis for short listing. Short listed candidates will be required to participate in an interview. An independent selection committee will review the proposals and interact with the short listed candidates for the fifinal selection.

The Skoll Awards provide later-stage, or mezzanine, funding, subject to payment limitations described below under Budget Guidance. In most cases, the grant is provided for core support to help organizations expand their programs and capacity to deliver long-term, sustainable equilibrium change. The Skoll Awards are not intended for new or early-stage programs or initiatives. Programs submitted for consideration should have a track record of no less than three years. In addition to core support, the Skoll Foundation supports the participation of Award recipients in the annual Skoll World Forum on Social Entrepreneurship.
Deadline for Applying:
Applications are accepted and reviewed on a year-round basis, with successful applicants receiving initial funding installments shortly after decisions are made. Regular deadlines (listed below and updated regularly) assist us in managing the internal review process for these applications, a process that takes a minimum of six months to be completed. Responsibilities include but are not limited to:
  • Represents FHI in working with the National Center for Parasitology, Entolomology and Malaria Control, Provincial Health Department/Operational District, government organizations, local authorities and partner agencies IO/NGO in Pailin province
  • Works closely with staff of the National center for Parasitology, Entolomology and Malaria Control, OD/referral hospital in setting up and management of the clinical trial.
  • Provides and coordinates administrative issues and data management
  • Assists the site principal investigator in coordinating with other agencies as need to ensure collaboration
  • Contributes in the monthly and quarterly updates and progress report
  • Consults and informs FHI/APRO and Phnom Penh on program progress and alert APRO regional monitor, issues requiring attention
  • Assists the investigational team in ensuring the patient’s well-being through the delivery of the highest standards of clinical care possible through the course of the study
  • Manages the Village Malaria Program in 23 villages
  • Provides monitoring supports to the Village Malaria Workers and Mobile Team

  • Degree in public health, social work or equivalent

M&E /QA/QI Program Officer – Phnom Penh
The Monitoring & Evaluation/Quality Assurance/Quality Improvement (M&E/QA/QI) Program Officer will assist the Program Coordinator in systematic collection of data and information for program monitoring and reporting purposes. The incumbent will work closely with implementing partners, government counterparts, referral hospitals and FHI program/technical officers to strengthen M&E systems, including data management, data analysis, data use, and QA/QI at all FHI supported sites.
Other responsibilities include but are not limited to:
  • Responsible for developing and updating data collection and monitoring system across the project
  • Responsible for the technical assistance to NGO partners for program design, assist for supportive supervision, periodic program review and facilitate the learning on the use of data for program improvement.
  • Along with program staff do periodic comprehensive site visits to ensure quality across the projects, as well as ensuring M&E systems and high quality program data are in place using appropriate quality assurance tools.
  • Provide capacity building on M&E to the implementing partners organizations and
  • Work closely with government counterparts and partner organizations for reporting requirements and necessary documentation

Requirements:

  • At least bachelor’s degree and 3 or more years of progressive experience in the area monitoring and evaluation of HIV/AIDS programs
  • Strong Computer application skills in the use of MS Office packages (work, Excel, PowerPoint). Knowledge on database related software such as SPSS and GIS will be an asset
  • Ability to perform as a tem member and willingness to undertake the challenging responsibilities
