International Training on LGBT and Human Rights

Stockholm, Sweden, October 26-November 13, 2009, Africa region June 14-18, 2010, and Asia region May 31-June 4, 2010.
In 2009/2010, RFSL together with RFSU (The Swedish Association for Sexuality Education) is organising an international training programme on LGBT and human rights with funding from Sida (The Swedish International Development Cooperation Agency). This will be the third year a training programme in this format will be organised. The 2009/2010 training programme is divided into into two sections, with participants from Africa participating in one of the sections and participants from Asia participating in the other.The closing dates to apply for this year's course is April 3 (Asia section) and April 17 (Africa section).
The training programme will include topics such as:
  • Sexualities, Norms and Genders
  • Human Rights and Protection for LGBT Persons
  • Supporting LGBT in Practice
Requested qualifications are:
  • A minimum of three years workinge experience in either LGBT or Human Rights’ field.
  • Academic degree in social sciences, law, public health or related fields of study.
In 2007/2008 and 2008/2009, persons from the following countries participated: Bangladesh, China, Georgia, India, Indonesia, Kyrgyzstan, Moldova, Nepal, Pakistan, Russia, Sri Lanka, Thailand, Turkey and Ukraine.
The Asian section 2009/2010 is open only for application by participants from the following countries: Bangladesh, Cambodia, China, India, Indonesia, Laos, Nepal, Pakistan, Sri Lanka, Thailand and Vietnam.
The African section 2009/2010 is open only for application by participants from the following countries: Angola, Botswana, Burundi, Ethiopia, Kenya, Malawi, Moçambique, Namibia, Rwanda, Somalia, South Africa, Sudan, Tanzania, Uganda, Zambia and Zimbabwe.

CAMBODIAN LIVING ARTS, a project of World Education
The mission of Cambodian Living Arts (CLA), a project of World Education, is to support the revival of traditional art forms of Cambodia and to inspire contemporary artistic expression.
CLA’s four core programs—teaching, performing, recording, and new commissions—support masters and students to develop skills and relationships that will enable them to generate income and develop as leaders, while also helping to preserve and celebrate their heritage.
CLA is seeking a qualified candidate for the position of Project Assistant to provide support to all of program activities.
Job Responsibilities:
The Project Assistant will be responsible for providing administrative support to all of the Cambodian Living Arts (CLA) programs such as Studio CLA and the Masters Program, which includes the Teaching and Learning Festival, CLA Delegation, Visitor Groups.

The Project Assistant reports directly to the Country Manager of CLA and works closely with staff, volunteers, consultants, and in-country board members. As a staff member of World Education, Cambodia Field Office, the Project Assistant follows the policies and procedures established by World Education for all its programs. Although duties may require travel to other provinces, the position is based in Phnom Penh.

Responsibilities and duties include, but are not limited to:

CLA House Management:
  • Oversee all administrative functions of CLA House such as:
  • Pay all utilities and maintain all payment records
  • Work with landlord and other relevant parties on any utility or facility problems
  • Oversee the housekeeper and ensure that CLA House is cleaned daily by the housekeeper
  • Oversee the security guard(s) and assist in problem-solving any security related issues
  • Oversee maintenance, repairs, furniture requests, etc
  • Coordinate and oversee scheduling of classes, performances, and other events at CLA House
  • Host visitors who are interested in the work of CLA and in visiting CLA House and maintain a record of all visitors
  • Facilitate finding a place in CLA House for resident visitors, and provide them with support
  • Support development of a resource and computer lab and oversee maintenance and repairs of the lab

Administrative support:

  • Assist in managing logistics for all CLA programs and events including tasks such as:

  1. Managing invoices and payments and payment records (utilities, vendors, and clients)
  2. Travel and hotel arrangements
  3. Obtaining price quotes
  4. Maintaining inventory of CLA and Studio CLA equipment
  5. Maintaining the master schedule of performances and events and sending out notices to all staff and board as needed
  6. Assist with maintaining filing systems
  7. Maintaining inventory of CDs and providing logistical support in the sales and marketing of CDs
  8. Assist in reprinting CDs and development of future CDs
  9. Help coordinate recording agreements with artists
  10. Oversee the Studio CLA housekeeper and security guard

  • Carry out other duties as directed by the CLA Country Manager

Qualifications and Experience:

  • Strong organizational skills with attention to details
  • Bachelor’s degree required, with strong preference for secretarial and office administration background
  • Written and verbal proficiency in English; ability to translate English to Khmer and Khmer to English
  • Ability to work with diverse people such as donors, artists, students, community members, partner organizations, vendors, customers and audiences
  • Computer proficiency in Word, Excel, PowerPoint, and email

The Prosper.Net-Scopus Young Scientist Award

The Prosper.Net-Scopus Young Scientist Award in Sustainable Development is given annually to young scientists or researchers, based in the Asia-Pacifi c region, who have made signifi cant contributions in the area of Sustainable Development. For 2010, awards will be given in each of four areas: Energy, Water, Agriculture & Food Security, and Economics, Business, & Management.

Eligibility and Application Process
The award is open to those engaged in graduate education and research activities that emphasize
sustainable development in any of the above four areas. Candidates are expected to be employed at institutions of higher education in the Asia-Pacific region (excluding USA and Canada), and should be less than 40 years old as of 1 July 2010. Candidates may be put forth by nomination or direct application. Nominations and applications must be supported by two letters of recommendation.

Evaluation Process
All qualifi ed applications will be evaluated by an international panel of three recognized experts in Sustainable Development in each of the four areas.

  • Number of citations and h-index
  • Number and quality of publications and patents
  • Documented social impact


Winners
Winners will receive a cash award and will be offered a fellowship from the International Bureau of the German Ministry of Education. These prestigious fellowships provide travel, supplies and living expenses to spend between six and twelve months collaborating with any research group of the recipient’s choosing in Germany. Names and affi liations of winners will be widely publicized through a global press release.


Deadlines
Nominations and applications are open starting 23 December 2009 and will close at midnight GMT on 3 May 2010. Late submissions and incomplete applications will not be accepted. As part of the judging process, the top three fi nalists in each category will be sponsored to present their work in a public symposium to be held the fi rst week of July 2010 at Tongji University in Shanghai. Winners will be announced at the symposium.

IFS is a NGO (non-governmental organisation) founded in 1972. Funding comes from governmental and non-governmental sources, as well as national and international organisations. IFS Research Grants on Green Water Research

Green water is the water that is stored in the soil, in the root zone and is available for plant growth. It originates as rain that infiltrat-es the soil, is taken up by roots and is used for photosyn-thesis and trans-pired by crops.
Rationale for supporting research on green water
  • to increase food production despite scarcity of water
  • to increase freshwater availability for food production, thereby increasing food security to a level set by, or exceeding the Millennium Development Goals


The majority of countries in need of increasing food security are located in Sub‐Saharan Africa
and South‐East Asia. The farmers in many of these countries, especially in semi‐arid areas, have
to cope with highly variable and unpredictable rainfall, short rainy seasons, recurrent drought all
exacerbated by high evaporation rates. Yet, agriculture in these areas is essentially rain‐fed.
There is of course scope for using "blue water" (i.e. runoff water, water from rivers, ground
waters, lakes) in these challenged countries but as these resources are finite and often over‐
committed, the exploitation of other water sources needs to be optimised. Green water is an
important part of the solution to the problem.

More research on green water is necessary


Water from rain suffers losses through run‐off, low infiltration, poor conditions of root
development and soil erosion. Efforts need to be made to improve the efficiency of rainwater
use to deliver more green water for use by the plants, especially for the benefit of small farmers
in arid and semi‐arid countries. To contribute to achieving this goal, IFS is making a call for
research proposals in this area.


Call for proposals and eligible research
The International Foundation for Science (IFS) is pleased to invite young scientists to submit research proposals that address:
Good management, conservation and use of green water for increased food and biological production through

  • Land management and soil water conservation i.e. soil management practices to increase soil moisture, to increase rain water infiltration in the root zone and water retention, as well as to reduce evaporation on the soil surface
  • Soil practices to reduce soil erosion and impact on rain water infiltration
  • Increase of infiltration through agriculture, rain harvesting or water conservation practices
  • Soil fertility management and efficiency of water use for increased production
  • Plant management impact on efficiency of rain water use, effects of plant density on rain water use efficiency, relationship between intercropping and run off
  • Use and development of drought resistant plants thereby impacting positively on the water demand for food production and a sustainable environment
  • Research on the socio-economic aspects of green water use and management


Who is eligible?
Candidates must be at the beginning of their careers, under the age of 40, hold at least an MSc degree, be citizens of developing countries and be carrying out their research in a national university, national research centre or a national research oriented NGO in a developing country. Researchers in Sub-Saharan Africa up to 45 years of age may apply, providing they obtained their last higher degree within the last 5 years.

Research skill training at BIOTEC

The National Center for Genetic Engineering and Biotechnology (BIOTEC) invites research scientists from selected developing countries in East Asia, Southeast Asia and the Pacific to participate in the Human Resource Development Program in Biotechnology. The Program aims to build up R&D capability for developing countries in this region. The Program places importance on improving research skill, thus it is designed to be an on-the-job and research-based training in BIOTEC’s laboratories. Two types of training will be on offer: fundamental courses (3 months) and advanced courses (6 months). The training course consists of classroom session, designing and conducting a mini research project and site visit to factories or project sites. A total of 13 scholarships will be provided.
Eligibility
  1. Must be scientists working in a research or academic institute.
  2. Must hold at least a Bachelor’s degree in sciences for application to a fundamental course or at least a Master’s degree in sciences for application to an advanced course. All applicants must have finished course work in biology, microbiology or any related areas that will be required for particular training topics.
  3. Must have good command in English.
  4. Must be able to attend the course, during 1 July – 30 September for a fundamental course or 1 July – 30 December for an advanced course.
  5. Must not be older than 32 years of age as of 1 July.
  6. Since the training is research-based and trainees will be working in the laboratories, applicants must show on his/her application form that his/her current job involves research, not administrative work.
  7. Each selected grant recipient will be assigned to ONE of the available courses. Applicants will have to identify only ONE course in their application form.
Sponsorship
Selected candidate will be provided with monthly allowance, on-campus accommodation and health insurance.
The international roundtrip airfare funding will only be available for the successful applicants from Laos, Myanmar and Cambodia. However, applicants from those countries who are able to obtain airfare from their own institutes or other funding agencies are strongly encouraged to indicate this fact on the application form.

Micro-Credit/Marketing Coordinator with MJP_Deadline: Feb 10, 09

The Maddox Jolie Pitt-Foundation (MJP) is an international conservation and community development organisation with operations in northwest Cambodia, with a special focus on Samlaut district, Battambang province dedicated to eradicating extreme rural poverty, protecting natural resources and conserving wildlife.
PURPOSE OF POSITION
Micro-Credit and Marketing Coordinator will be based at MJP Battambang and/or Samlaut offices, responsible for designing a green loan and marketing programme to ensure that its goals are successfully achieved.

ROLES AND RESPONSIBILITIES
1. Micro-credit programme
  • Design and develop financial management to borrowers
  • Design and develop strategic plan for a micro-credit/green loan programme.
  • Conduct market surveys, identify market opportunities.
  • Provide capacity building to Village Development Committee (VDC), village authorities, commune councils on financial management.
  • Facilitate and provide training to farmers’ groups and traders/wholesalers/end users.
  • Communicate/collaborate with relevant stakeholders, local authorities, relevant micro-credit institutes, including other private loan providers.
  • Facilitate and provides green loan to farmers/borrowers
  • Create and provide specific subject training on green loans to farmers
  • Regularly monitor and follow-up with relevant stakeholders
  • Work closely with agriculture team to effectively assess the borrowers.
  • Cooperate with Village Phone Company (VPC) in the target area to assist villagers in financial management.


2. Marketing programme

  • Assist identifying, review and compile production inputs needed by demonstration farmers and reconcile actual needs and the supplies forecasted by MJP.
  • Assist in establishing and supervise the maintenance of the market monitoring system to record regular information on crop production, yields, livestock, feed and animal health products, and other prices and provide feedback to farmers, traders and other interested persons.
  • Assess the profitability of identified market opportunities to validate before implementation of related production activities.
  • Assist agriculture extension team in implementing local Market Information Systems/Market Observatories in selected areas, aimed to provide producers, traders and end users with regular information on the prices and markets of selected key produces.


SKILLS AND COMPETENCE:

  • At least Bachelor degree in agro-economics/economics, marketing, business development, or equivalent fields of expertise.
  • 5 years of work experience in implementing rural micro-credit and saving scheme, agriculture/rural development projects in community development.
  • At least 3 years of experience in crop budgeting, small-scale business planning, local marketing of agriculture produces and value-chains of up crops, vegetables and/or fruits.
  • Ability to design and implement green loan, sound economic analysis, value chain and marketing of agri-products.
  • Good communication, documentation and training skills.
  • Demonstrated command of spoken and written Khmer and English.
  • Good knowledge of MS Word, Excel and Power Point
  • Honest, reliable and a strong of integrity.
  • Demonstrated analytical and problem-solving skills.
  • Experience working for multi-partners.
  • Attention to detail, ability to work under pressure.
  • Ability to work in dependently as well in a team.

Call for Proposals: The EC-UN Joint Migration & Development Initiative

In line with the framework of the EC-UN Joint Migration and Development Initiative proposals are requested for projects which seek to create positive linkages between the phenomenon of migration and development in countries of migration origin, destination or transit.
Projects proposed should be in one or more of the four thematic areas - migrant capacities, migrant communities, migrant remittances and migrant rights - and should take account of the guidelines produced for each area, which can be accessed via the links on the left.
The total amount available for this Joint Initiative is about €10 million and the value of each project proposed be a maximum of 200,000 Euro, and a minimum of 50,000 Euro. Projects should have a duration of a minimum of 12 months and a maximum of 18 months.
Projects will only be considered from two or more applicant groups working together in a consortium. Grants will be awarded separately to each partner organisation in the consortium, to a maximum of 100,000 Euro per partner organisation. The proposal of the consortium must aim for a developmental impact in one of the following countries:
Georgia, Moldova, Morocco, Tunisia, Algeria, Egypt, Senegal, Cape Verde, Ghana, Nigeria, Mali, Ethiopia, Sri Lanka, Philippines, Jamaica, Ecuador
Each consortium can include any number of applicant organizations, but at least one of the applicant organizations must be based in one of the 16 target countries of the Joint Initiative, and one applicant organization must be based in one of the 27 EU Member States.
Proposals should be completed according to the online formats, templates and guidance available on this website, and submitted before the deadline of 12.00 noon Brussels time/CET, Friday 13th March.
Considering that this Call for Proposals is targeting civil society groups and local governments it is understood that some applicants may need assistance in formulating their proposals and in integrating internationally recognized project management principles and practices. Goals and Principles
The EC-UN Joint Migration & Development Initiative aims to support civil society groups and local governments to become more active and effective in linking migration to development, in line with relevant policy frameworks. Proposed projects may have one or more of the following goals:
  • Facilitate networking for practitioners to learn from each other, and support to the creation of partnerships to strengthen the role of migrant groups in development processes and interventions in countries of origin;
  • Provide capacity building to eligible actors to help them advocate positions, formulate development interventions and deliver sustainable results;
  • Facilitate replication of current best practice; scale-up successful existing initiatives; and develop new, innovative projects that contribute to relevant development outcomes

Review criteria have been developed to evaluate project proposals submitted and help the Steering Committee to allocate funds to projects. The criteria are based on a number of overarching principles which provide a framework for the decision-making of the Steering Committee:

  • First, all projects proposed should be within the legal mandate and competency of the relevant actors of each consortium. It is recognized that mandates of local government and civil society actors to engage in activities related to migration and development vary from country to country.
  • Second, projects proposed should be fully in line with national development priorities and policies, as well as international conventions to which the relevant country is signatory.
  • Third, projects should offer tangible and measurable development impact in the relevant country. Applicant consortia must agree to the rigorous monitoring and evaluation regime. Part of the wider responsibility of the Joint Initiative is to map, assess and disseminate best practice in the emerging field of migration and development.
  • Fourth, project results should be sustainable, with a view to achieving ongoing development impact beyond the duration of funding from the Joint Initiative.

Who is Eligible?
Eligible institutions
Applicants eligible to receive grants from the JD&MI must have non-profit legal status (be non-profit making and be legal persons). These institutions include, but are not restricted to:

  • Community organizations
  • NGOs (Non Governmental Organizations) and foundations
  • Diaspora organizations, professional or scientific networks
  • Migrant associations working to support their home countries
  • Academic institutions
  • Local and municipal Authorities
  • Not-for-profit microfinance & other finance institutions
  • Chambers of Commerce
  • Employers organization or Trade Unions
  • Regional organizations or networks eligible to apply for funding for transnational initiatives

Applications will only be accepted by consortia of actors working in partnership. Each consortium can include any number of partner organizations, but at least one of the partner organizations must be based in one of the 16 target countries of the Joint Initiative, and one partner organization must be based in one of the 27 EU Member States.

Each partner organisation of the consortium must be legally registered in the country in which they are based, and:

  • Not act as an intermediary, but be directly responsible for the preparation and management of the proposal
  • Have relevant experience in one or more of the priorities identified in the four thematic areas of Migration and Development; if the proposal is jointly presented, at least one partner should have significant experience in the relevant field
  • Present audited financial statements for at least one previous year.

A consortium can submit only one application under this Call for Proposals. Applicant groups shall not be awarded more than one grant under this Call for Proposals, but organisations may submit proposals as members of more than one consortium.

Project Proposal Format
In preparing a Project Proposal for submission, please follow the format specified below. The overall length of your proposal should not exceed 7 pages (including cover page but excluding the required Appendices), and must be submitted on the
Application Form that can be accessed here.

Applications should be submitted following the instructions provided here before 12 noon Brussels time/CET on Friday, 13th March.

I. Programme Summary
Please provide a brief description of what the project aims are, and how these aims will be achieved.

II. Background and Rationale

  • Clearly articulate the opportunity or problem you are addressing, including the scope, context and factors that create the opportunity or cause the problem. Describe the intended beneficiaries and geographic area of intervention (if applicable).
  • Describe how the proposed project relates to ongoing activities in the field and how your effort to capitalize on the opportunity or solve the problem would be innovative or complementary to existing efforts.
  • Explain how the project will contribute concretely to improving the current situation at country level.

III. Intended Results

  • Please define briefly the specific objective(s) of the proposed project, with reference to the objectives articulated in the relevant Thematic Areas (see links in the left-hand column).
  • Please specify the results to be delivered by this project, showing how these contribute to meeting the objective(s). Be specific and try to quantify results as much as possible.
  • Explain how sustainability will be secured after completion of the action. This may include aspects of necessary follow-up activities, built-in strategies, ownership, etc..

IV. Project Design and Implementation Plan

  • Please describe the project design and major activities to be undertaken, linking these clearly to individual results outlined in Section III. This should be limited to broad, strategic categories of activities.
  • Please describe which partner organization in the consortium will be responsible for undertaking each activity.
  • Please explain how the project will be coordinated at the implementation level - linking the activities of national partners and other related donor initiatives.
  • Please highlight potential parallel or co-financing opportunities if applicable, and/or involvement of the private sector as appropriate.
  • Where the project is an extension or continuation of a previous project, please explain how the action is intended to build on the results of the previous project.
  • Please identify any potential risks to achieving the project’s objectives, and identify the main preconditions and assumptions that affect the implementation phase.

V. Monitoring and Evaluation

  • Please specify quantitative and qualitative indicators for all results and describe the proposed methodology for their measurement.

VI. Institutional Arrangements and Management Plan

  • Please provide a brief description of the partner organizations of the consortium and their previous experience in programmatic and/or analytical collaboration in this field.
  • Please specify the respective roles of the different consortium partners, and identify which partner will assume the lead responsibility for achieving any joint results of the project.
  • Outline the organizational structure and personnel requirements proposed for implementing the project (there is no need to include the names of individuals).
  • Please describe the proposed internal governance arrangements to provide oversight of the project, as well as any coordination groups/ forums in which consortium partners intend to participate during project implementation.

A. Project Results Framework: Applicants must prepare a logical framework matrix for the project using the logframe template provided here.

B. Workplan: Applicants should complete and attach the work plan indicating when specific project activities will be undertaken under the proposed project.

C. Budget: Applicants must include a summary cost estimate/project budget for each consortium partner, using the budget template provided.

Request for Proposal/External Evaluation with SP_Deadline: Feb 15, 09

CCFD (Catholic Committee against Hunger and for Development) is a French NGO supporting local groups of the civil society in more than 80 countries. One of the CCFD’s partners is Sovann Phoum (SP), a Cambodian NGO, which has been implementing three programs: health education with children (in Phnom Penh, Kandal and Siem Reap provinces), vocational training for disadvantaged youths (Phnom Penh) and Micro-credit and savings for disadvantaged families in Phnom Penh slum areas. CCFD has been one of the main financial supporters of these programs.
Scope of the evaluation
CCFD and SP are looking for external evaluator(s) to carry out an evaluation of three programs, in 3 intervention areas, in order to bring some inputs from external points of view into SP’s skill improvement and strategic plan mid-term review. The three programs are:
  • Health Education program: Phnom Penh slum areas, Kandal Province and Siem Reap province
  • Micro credit program: Phnom Penh sub-urban areas
  • Vocational training for disadvantaged youths: Phnom Penh slum and peri-urban areas

Schedule
The evaluation should be conducted during the 1st semester of 2009.

Requirements
The evaluators are expected to use variety of data collection methods, including document reviews, interviews, focus group discussions, and observations. The criteria to be used for the evaluation should include relevance, efficacy, efficiency, impacts, and sustainability of the programs. The evaluation team should possess the following qualifications and aptitudes:

  • experience in rural and urban development in Cambodian context;
  • Extensive knowledge of evaluation and social research, using both quantitative and qualitative methods;
  • Experiences (at least 5 years) in child development programs, health education projects, income generating projects and project management;
  • Fluency in English and proficiency in Khmer

The evaluation team can be composed of 1 or 2 persons with preferably 1 international evaluator and 1 Cambodian evaluator. The applicants are invited to send a technical and a financial proposal.

The technical proposal should consist of: CV, Methodological proposal, and Examples of similar experiences. The financial proposal should consist of: number of days, daily fees, per diem, international travel and local transportation, and contingencies. The proposal should not exceed a total budget of 15,000 Euros.

The CLEC currently is seeking a qualified Cambodia national candidate to fill a position of Unit Head of Good Governance Program. As a Unit Head of the Good Governance Program s/he will have:

MAIN RESPONSIBILITIES:
  • Manage the development and implementation of the program and project activities.
  • Coordinate the development of program initiatives/ proposal.
  • Supervise staff of the Good Governance Unit.
  • Provide technical expertise in legal empowerment, policy and law review and analysis contributing to promoting good governance.
  • To conduct program monitoring and evaluation, and reporting.

Job context:
In partnership with a Local NGO, Handicap International has been running a Socio-Economic Project in Battambang Province aiming at facilitating the Land Mine Victims and people with Disabilities to develop an income-generating activity for their livelihood in term of the self-employment.

Main responsibilities:
Under the direct supervision of the Socio Economic Project Manager (PM), the Project Manager Deputy has to assist him in the project management as planning, implementation, monitoring reporting, and evaluation of the project activities; provide technical support to his/her subordinates in livelihood aspect (feasibility study, business planning, and capacity building in small business management), communication with relevant financial services providers, maintain close liaison with other HI’s units and projects, especially the project team and it’s partners as well as relevant stakeholders and also to substitute and represent PM in case of absence.
Essential Requirements:
  • Four years study in management field, social science or related discipline
  • At least 4 years experience working with NGOs (international NGO is an advantage)
  • Minimum 2 years experience in project management (PME)
  • Sound experiences in staff management or team leading
  • Sound experiences working in livelihood perspective with strong knowledge on small rural business development, specifically related to income generating activity
  • Competent in Microsoft Office application
  • Competent in written English communication, and French is an advantage
